About the Position: Serves as the U.S. Southern Command (USSOUTHCOM) Antiterrorism/Force Protection expert assigned to the Protection Branch, supporting Mission Assurance lines of effort, physical security, Countering-Small Unmanned Aerial Systems (C-sUAS,), and Chemical, Biological, Radiological, and Nuclear programs.

Duties

Serve as AT/FP advisor and subject-matter expert, providing technical guidance, reviewing work products, operations, planning, and priorities. Responsible for publishing and updating command policy to synchronize and integrate DoD security, protection, and risk management programs and activities. Provide input for the FP and Threat working groups to conduct analysis of threat information and to recommend appropriate response measures. Responsible for the conduct of both deliberate and crisis action planning for the AT/FP and MA mission sets. Coordinate the production of the assigned family of USSOUTHCOM-led planning efforts for AT/FP and MA Contingency Plans, Functional Plans, Operations Plans, Concepts of Employment, Planning Orders, and associated Planning Directives. Responsible for expert analysis, both short and long range, in the assessment and improvement of program effectiveness and improvement of the overall AT/FP and MA planning management processes and associated systems. Develop guidance on techniques for management and methods of improvement; and develops orders covering a wide variety of Theater operations. Conduct staff assistance visits and command inspections to monitor the effectiveness of AT/FP and MA programs in the USSOUTHCOM AOR, ensuring compliance and acting as a member of USSOUTHCOM Joint Inspection General (IG) Program.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret Security clearance.
  • This position has a mandatory drug testing requirement. Employee must pass screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter.
  • Temporary Duty Travel (TDY) of at least 25% of the time away from home station.

Specialized Experience: One year of specialized experience which includes understanding of USSOUTHCOM missions, area of responsibility, infrastructure, forces, operations, and future plans in order to analyze the role of existing and planned infrastructure in the Command's mission, plans and operations. Demonstrated combination of management skill and broad technical background. Extensive knowledge of program goals and objectives and the sequence and timing of key program goals, events, and milestones. Practical experience with Joint Staff processes in Combatant Command headquarters to effectively coordinate actions. Understanding of the AT/FP mission, terminology, and management practices. Experience and demonstrated expertise of AT/FP concepts and approaches to advise on alternative approaches in resolving vulnerabilities and mitigating threats. Experience designing and conducting extensive analysis of program data/interrelationships; identifying and proposing reasonable program plans and proposals; applying complex fact finding, analytical and problem-solving methods. Specialized skills in technical review of MA and AT/FP programs and in the conduct of AT/FP assessments and vulnerability analyses. Expert skill to evaluate intelligence and discern factual and significant matters in news media and research sources, sufficient to discuss prevention against unauthorized disclosure of classified data and the protection of critical assets and the safety of personnel from terrorist and other threats. You will be evaluated on the basis of your level of competency in the following areas: Organizational AwarenessStandardsStrategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
