This position is located in Washington, District of Columbia.
The incumbent serves as a Supervisory General Attorney in the General Law & Research Division providing legal advice and services on a centralized basis to the Secretary of Agriculture and to all other officials and agencies of USDA with respect to all USDA programs and activities. The Supervisory General Attorney position provides professional leadership and expert legal services for USDA practice areas or programs.
Duties
Lead a team of attorneys in procurement, grants, financial assistance, fiscal, and other related areas of law to provide legal services to Department agencies.
Supervision of the Division's legal staff in preparation and review of legal documents and the conduct of administrative and judicial litigation.
Independently conduct legal reviews of documents, represent the client Agency in administrative proceedings and judicial litigation, and represent the client Agency and USDA in interactions with other Federal agencies.
Provide expert advice and collaborative leadership for representation of the Department with the Office of Management and Budget, Department of Justice, other Federal agencies, and Congressional committees.
Independently draft legal documents including briefs, memorandums, and reports that describe and analyze complex issues.
Partner with USDA agencies to assess their goals and objectives and provide counsel on legal sufficiency, risk management, and business advice of potential solutions.
Lead legal teams on integrating best practices; enabling legal counsel on legal matters; providing litigation support to a variety of clients; and rendering actionable advice to senior USDA legal and non-legal leaders.
Mentor and supervise junior attorneys in subject matter areas of practice.
Maintain high standards of professional ethics and behavior.

Qualifications
For consideration, applicants must meet the minimum qualifications for attorney positions:
Successful completion of a full course of study in a school of law accredited by the America Bar Association (ABA) and have the first professional law degree (J.D. or equivalent degree) (Law School transcript required); and
Currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
SPECIALIZED EXPERIENCE
Applicants should have demonstrated specialized experience in legal research, excellent writing and communication skills, and a strong academic record. This experience should be clearly documented in the cover letter and resume.

GS-15: One year of specialized experience, equivalent to the (GS-14) level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the applicant with the particular competencies to successfully perform as a Supervisory General Attorney. Examples of such experience include: Ability to plan and assign priorities to tasks and assignments to further develop knowledge of complex subject-matter areas. Works independently to determine methodologies, milestones, goals, and termination points for most assignments. Completes assignments with an understanding of management requirements and meets organizational objectives. Leads legal teams or supervising legal staff.
