The incumbent serves as Health Systems Specialist to the Chief of Staff at the VA Finger Lakes Healthcare System (VA FLHCS). The incumbent serves as a principal advisor to the Chief of Staff, responsible for a wide range of responsibilities and is actively involved in operational issues and strategic planning for the health care system.
The selected applicant will be able to sit at the Bath or Canandaigua facility.
Duties
The incumbent serves in a developmental capacity at the GS-11 level. Key functions will be similar to those described at the full performance level of the target position. However, during the developmental assignment, full performance range and level of selected functions will not be completely delegated to the employee until proper orientation and training have been completed and the incumbent has demonstrated the knowledge, skills, and abilities necessary to accomplish the work at the full performance level.
-The incumbent provides a full range of support to the Chief of Staff and other facility leaders (such as the Associate Director of Staff for Patient and Nursing Services) on administrative matters affecting patient care, education, research and organizational policy.
-The incumbent must apply a broad and intensive knowledge of general principles of administration and management and specific and thorough knowledge of VHA and VA FLHCS policies, procedures, practices and precedents.
-The incumbent develops and maintains effective personal relationships with staff at all levels of the organization to insure cooperation and accomplishment of facility goals and objectives.
-The incumbent advises the Chief of Staff on all administrative matters including budget, staffing, equipment, space and policy and is responsible for identifying and resolving complex problems related to facility operations.
-The incumbent collaborates with the Care Line Managers, Care Line Administrative Officers, Research Administrative Officer, Group Practice Manager, Designated Learning Officer and others in developing, maintaining and utilizing clinical contracts and sharing agreements and in this capacity works closely with the affiliate and private sector health care service providers and the VISN 2 Network Contracting Office.
-The incumbent serves as a resource person for clinical and administrative leaders throughout the organization on matters related to facility polices and operations. Advises leaders and staff members on administrative principles, practices, methods and techniques to enhance their knowledge and the efficiency and effectiveness of facility programs.
-The incumbent takes a leadership role in various facility-wide clinical initiatives ensuring quality health outcomes for our Veterans. As an example, the incumbent may be involved in facility wide workgroups to decrease the number of Ambulatory Care Sensitive Conditions admissions, readmissions, patient flow, or encounter errors and unsigned notes. These initiatives require various high-level skills such as data analysis, project management, and interdepartmental professional collaboration.
-Provides oversight of the consultant program including timely completion of all required documents including annual contracts, justification for compensation rates and effective budgetary management.
-The incumbent is responsible for reviewing all VA and VHA Directives, Handbooks, Information Letters, Policies and guidelines and initiating or recommending appropriate actions to assure facility compliance.
-The incumbent is responsible for completing The Joint Commission Focused Standard Assessment (FSA) related to Medical Staff Standards and reviews all standard updates or changes to assure facility compliance.
-Assists the Chief of Staff and Associate Director for Patient & Nursing Services Executive and clinical leaders in a wide range of human resource responsibilities including resource requests, development of position descriptions, resolving employee complaints and issues, performance evaluation and disciplinary actions. Supports data analysis and formulation of leadership decisions.
-The incumbent chairs and participates in administrative meetings, work groups and task forces as assigned by the Chief of Staff and other Executives or senior management officials to assure that services provided are in compliance with applicable standards and consistent with facility goals, objectives and plans. This may include evaluations of a wide range of clinical and administrative programs and issues.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Physical Requirements: The work is primarily sedentary. Some walking, bending and carrying of light office items is required.
