This position is located at the Veterans Affairs Finger Lakes Healthcare System (VA FLHCS). The incumbent serves as a principal advisor to the Chief of Staff, responsible for a wide range of responsibilities and is actively involved in operational issues and strategic planning for the health care system. The VA Finger Lakes Healthcare System is comprised of the Bath VAMC, the Canandaigua VAMC, the Rochester Outpatient Clinic, the Community Based Outpatient Clinics, Rural Health Clinics.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Provides a full range of support to the Chief of Staff on administrative matters affecting patient care, education, research and organizational policy; Develops and maintains effective personal relationships with staff at all levels of the organization to insure cooperation and accomplishment of facility goals and objectives; Advises the Chief of Staff on all administrative matters including budget, staffing, equipment, space and policy and is responsible for identifying and resolving complex problems related to facility operations; Collaborates with the Clinical Service Chiefs, Clinical Service Administrative Officers, Group Practice Manager, Designated Learning Officer and others in developing, maintaining and utilizing clinical contracts and sharing agreements and in this capacity works closely with the affiliate and private sector health care service providers and the VISN 2 Network Contracting Office; Serves as a resource person for clinical and administrative leaders throughout the organization on matters related to facility polices and operations; Advises leaders and staff members on administrative principles, practices, methods and techniques to enhance their knowledge and the efficiency and effectiveness of facility programs; Takes a leadership role in various facility-wide clinical initiatives ensuring quality health outcomes for our Veterans; He/she is responsible for coordinating the timely completion and/or updating of all policies and standard operating procedures assigned to the Chief of Staff and clinical Services. Works with Service Chiefs and other clinical leaders in preparing program reports and assuring that they are presented to the Chief of Staff in a timely and accurate manner; Prepares annual budget requests and justifications for all fund control points assigned to the Chief of Staff and manages allocated funds in an appropriate manner; Advises the Chief of Staff and other Executives on all budgetary matters and issues; He/she is responsible for the administration of the Physician Pay for Performance Program; Collaborates with the Clinical Services in completing the individualized pay for performance worksheets and final calculations for all physicians, dentists, and podiatrists; Assumes responsibility for all requirements related to Part Time Physicians including assuring documentation of tours of duty and agreements and monthly monitoring of time and attendance; Submits time and attendance monitoring reports to the VISN in a timely manner and any issues identified are brought to the attention of the Chief of Staff, other Executives, and appropriate clinical leaders for resolution; Provides oversight of the consultant program including timely completion of all required documents including annual contracts, justification for compensation rates and effective budgetary management; Assists the Chief of Staff and clinical leaders in a wide range of human resource responsibilities including resource requests, development of position descriptions, resolving employee complaints and issues, performance evaluation and disciplinary actions; Supports data analysis and formulation of leadership decisions; Chairs and participates in administrative meetings, work groups and task forces as assigned by the Chief of Staff and other Executives or senior management officials to assure that services provided are in compliance with applicable standards and consistent with facility goals, objectives and plans; Represents the Chief of Staff and other Executive leaders on multiple facility committees; Interested candidates should have a passion for serving the Veteran population, be an independent thinker, analytical, intellectually curious, as well as have a drive for professional growth and development Other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/04/2024. Individual Occupational Requirement: The Health System Specialist series, 0671, has an Individual Occupational Requirement that must be met. You must meet one of the following: Education: undergraduate and graduate education with a major study in: hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration, OR Specialist Experience: experience progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. In addition to the Individual Occupational Requirement, you must have the following: For the GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience may include but not limited to: Knowledge of the basic principles and practices related to the management of a health care delivery system necessary to identify the improvement needs for a variety of health care management problems, and resolve various problems arising in the health care delivery system; Knowledge of the organizational structure of the medical facility; clinical operations, programs and requirements to study and analyze procedures and practices related to the provision of medical care and staffing requirements as is related to Chief of Staff Services; Knowledge of VA and Health Care Delivery Systems federal regulations, policies, and protocols in various areas such as hospital administration, fiscal management, personnel and logistics, to obtain information for studies and to perform coordination functions; Ability to effectively communicate orally and in writing with a wide variety of health care professionals and vendors for services and products with diverse functions needed to gather information, present recommendations, and coordinate services: Knowledge and skill in applying analytical and evaluative methods and techniques to issues related to the efficiency and effectiveness of program operations; performed by administrative, technical, and studies to evaluate and recommend ways to improve the effectiveness and efficiency of health care services, using both quantitative and qualitative measures; Knowledge of computer database and spreadsheet applications to monitor, extract, and analyze data pertaining to nursing outcomes; Interpersonal skills and experience with health care delivery systems. In addition, this position requires specialized knowledge of the basic principles and practices related to the management of health care delivery systems; Knowledge to assess and evaluate clinical and administrative information leading to timely and accurate solutions and recommendations. Preferred Experience: Possession of a graduate degree in hospital administration or a subject related to the position such as business or public administration with course work in health care administration is highly recommended. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
