This position is located in the Morale, Welfare and Recreation Department. The purpose of the position is to manage and coordinate the Marketing and any applicable entertainment programs for the MWR department.
Duties
Attends any required MWR Boards and Meetings relating to Marketing and Entertainment in order to provide and obtain needed information regarding special function activities to include sports and special events.
Coordinates and manages all logistical and administrative requirements for scheduled AFE shows, to include providing technical and logistical support including lighting, sound, safety, transportation and coordination of stage set ups.
Assists the management in scheduling ongoing entertainment programs for all MWR.
Develops and recommends plans for the Marketing department to include budget proposals, staffing policies, procedures, problem identification and resolution.
Coordinates all contracts with the MWR Contracting Officer in compliance with applicable agencies and regulations; provides after action or evaluation reports as required.
Ensures all editorial staff work for production of MWR publicity and marketing publications is completed.
Oversees the solicitation of the MWR Division Heads and branch managers for informational input for all publications.
Ensures the timely development, layout, writing, editing, proofing, printing and distribution of all MWR publications and advertisements. Will be responsible for the overseeing, as well as the production of marketing campaigns from inception to completion.
Develops long-term marketing and strategic plans to maximize patron utilization and satisfaction while enhancing MWR programs self-sufficiency and/or profitability. This includes the study and determination of the local marketing area and resources to use within the base.
Develops a marketing strategy based on Navy MWR regulations, leisure needs, in-house generated marketing results, along with branch manager's needs.
Evaluates the effectiveness of marketing plans, strategies and communication programs as determined by customer's response and overall success of programs.
Oversees the production of graphic art services to all MWR facilities, such as but not limited to, flyers, posters, signs, banners, print media, photography and video promotional vehicles which will be used to promote the department.
Ensures design, composition, printing and distribution of marketing material are accomplished in a professional looking and timely manner.
Maintains close contact with the base Public Affairs Officer, Editor of all base papers, and local printing and distribution contractors.
Coordinates MWR's publicity through newsletters, newspapers, Plans of the Day, brochures, posters, social media as well as other media sources.
Drafts articles for newspapers and newsletters if needed.
Manages promotional electronic media of the MWR Department including but not limited to social interactive application sites, websites, electronic newsletter and smartphone app.
Develops, establishes and updates standard operating procedures (SOPs) for electronic media under Navy guidelines and policies.
Facilitates MWR commercial sponsorship and advertising program for MWR to include but not limited to developing strategy, matching target populations and events with potential corporate sponsors, pricing events, pricing advertising, determining opportunities for sponsors, soliciting sponsorship, developing proposal packages and preparing sponsorship and advertising contracts.
Interfaces with potential sponsors to create successful partnerships that enhance military quality of life for.
Works closely with Staff Judge Advocate to ensure all legal obligations are met.
Ensures financial integrity is upheld and required reports and records are properly maintained.
Requirements
- Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
- Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.
- You must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.
- May be required to pass pre-employment examinations.
- Must provide proof of U.S. Citizenship or U.S. National.
- A valid State driver's license is required to operate motor vehicles.

- Selective Service Registration is required for males born after 12/31/1959.
- Incumbent will be required to work nights, weekends, holidays, and overnight tour events
- Occasionally required to carry lightweight promotional items up to 45 pounds.

Specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.
Specialized experience must demonstrate the following:
A college degree with a course of study in Marketing, Journalism, Public Affairs or other business related field is highly desirable OR three (3) years' experience in a related field.
Must have experience in marketing, journalism, or public affairs that demonstrates progressive knowledge of the communications industry and leadership capabilities with the skills associated with communications and publicizing an array of diversified programs geared to all segments of the military market.
Knowledge of the organization, functions and operation of the station, higher echelon commands and their relationship to other federal activities and private industry.
Ability to establish and maintain effective and cooperative relationships with other organizations, local economy, representatives of local media, community members, and military/civil service personnel.
Ability to demonstrate effective writing and oral presentation skills including writing and editing documents and publications using a variety of marketing media methods, such as graphic arts, design, illustrations, photographs, broadcast, visual media and electronic and website media.
Skilled in various computer and software programs including, Adobe Acrobat X Pro, Adobe Illustrator/Photoshop, Adobe InDesign, Microsoft Office products such as Outlook, PowerPoint, Publisher, word and Excel.
Skill in establishing, coordinating and successfully completing high visibility community relation events with patron attendance of 10,000+.
Knowledge of non-appropriated fund/appropriated fund (NAF/APF) policies and procedures.
