You will serve as a REALTY SPECIALIST in the Real Estate Business Line of NAVFAC NORTHWEST. Salary Range for GS-11 $81,242 -$105,612 Salary Range for GS-12 $97,376 -$126,585

Duties

You will be responsible for all types of outgrants of real property including leases of commercial and industrial facilities; licenses to federal and non-federal users; permits; and interagency agreements. You will be responsible for realty planning for acquisition, in leasing, outgrants, management, and disposal of interests in real property. You will establish and maintain complete records of real estate holdings, grants, or contracts under the control of NAVFAC Northwest Real Estate, including the compilation of indices and title muniments. You will be responsible for all phases of the real property acquisition process, including survey scope and review, title evidence, understanding and familiarization with approved appraisal procedures (both staff and contract). You will be responsible for the disposition of excess real property and realty interests, both temporary and permanent. You will, when authorized, arrange for sale, donation, or demolition of surplus facilities, as appropriate. You will be responsible for investigating, analyzing, and completing consultation on a variety of real property usage problems or questions.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

To be considered for the GS-12 position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning and coordinating realty actions (i.e., actions to acquire major and minor land, space, and/or structures) to support a real property management program; 2) Coordinating with a variety of stakeholders (e.g., other agencies, governments, corporations, private property owners, and/or realtors) to execute real property management projects; 3) Conducting market analyses to determine the value of property; and 4) Functioning as a technical authority to solve real property management problems in very complex or controversial transactions involving complex negotiations. NOTE: Experience must be fully supported in your resume. To be considered for the GS-11 position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing consultation and real estate advice to leadership, planners, architects and engineers in the development of requirements and planning for real estate; 2) Preparing real estate reports or special studies; 3) Receiving, evaluating, assigning priorities, and processing realty actions; 4) Completing various tasks associated with major and minor acquisitions by negotiated sale, condemnation, deed transfer, or withdrawal; 5) Providing advice or assistance for real estate projects in accordance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:Education may be substituted for the GS-11 specialized experience as follows:
  • You must have successfully completed a Ph.D. or equivalent doctoral degree.
OR
  • You must have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR OR
  • You must have a combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
