The primary purpose of this position is to serve as Enhanced Technical Information Management System (ETIMS)/Electronic Technical Order Viewer (ETOV) Systems Administrator by providing planning, direction and organization for the administration of the 354th Maintenance Group (MXG) eTool system for the most dynamic MXG in the Pacific.

Duties

Administers information systems to maintain Enhanced Technical Information Management System (ETIMS) eTool/eTOs and other associated systems. As the Electronic Technical Order Viewer (ETOV) System Administrator. Plans, organizes and leads ETOV maintenance administrators in providing electronic Technical Order (eTO) account services for the 354 MXG. Serves as Group Communications Project Officer for recommending selection of and installing new computer systems and software, telephone/personnel wireless communication systems (PWCS), and maintaining all communications related systems. Maintains supervisor's calendar, coordinates meeting arrangements, and schedules meetings and/or conferences. Performs other administrative and clerical work in support of the office/organization. Uses multiple office automation software with varied functions to produce a wide range of documents that often requires complex formats, such as graphics or tables within text, editing and reformatting electronic drafts, and updating or revising existing databases or spreadsheets.

  • Applicant must have a typing speed of 40 words per minute (WPM).
  • Information Assurance Certification is a condition of employment. This position includes Information Assurance (IA) work as a paramount duty requirement. Failure to receive the proper IA certification may result in removal from this position.
  • Per DOD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DOD 8570.01-M, C3.2.4.2 or C3.2.4.3.
  • Position is Emergency-Essential (EE). During a crisis situation, incumbent, or designated alt, must continue to perform the EE duties until relieved by proper authority. Incumbent or designated alt may be required to take part in readiness exercises.
  • This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
  • This position meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment.
  • This is a Key position. Position duties meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without impairing the capability of the Federal Agency or office to function effectively.
  • This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
  • This is a Mission Essential (ME) position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • May occasionally be required to work other than normal duty hours. Shift work may be required which may include overtime and/or irregular hours.
  • Must be able to obtain and maintain a Secret security clearance.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Clerical and Administrative Support Positions for the GS-0335, Computer Clerk and Assistant Series. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=Group-Standards SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08 or equivalent in other pay systems. Examples of specialized experience includes: Utilizing a wide range of analytical and diagnostic methods, procedures, and principles to identify system failures, take corrective actions to resume normal operations, and implement procedures to allow for partial use until problems are resolved; utilizing configuration management methods and techniques for integrating information systems components to install and maintain software/hardware, optimize functionality of systems, and diagnose and recover failed systems; utilizing systems administration methods and IT security principles to correct security vulnerabilities in eTools and eTool servers; and troubleshooting/resolving problems with information systems equipment located in the organization. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the principles, methods, and practices for integrating information system components sufficient to plan, coordinate, and administer computer systems, and optimize system performance. Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements. Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, graphs, and E-mail/messaging; skill in typing, a qualified typist is required (40 WPM). Skill of system administration methods and procedures to monitor system performance using performance monitoring tools. Ability to use and maintain a computer system, equipment, and software; analyze computer network, software, and hardware problems and develop effective and economical solutions; and train users on new computer systems. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
