This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base and Major Range and Test Facilities Base to recruit and appoint qualified candidates to positions in the competitive service.
This position serves as a Locomotive Engineer (Motor Vehicle Operator) located at Pine Bluff Arsenal, AR.
Duties
Incumbent follows instructions concerning the destination, purpose of trip, and work to be accomplished.
Follow all safety and operating procedures and requirements in operating the locomotive to prevent injury to crew, equipment, cargo, track, other vehicles and pedestrians.
Operate trains in darkness, fog, rain, snow, high water, or similar operating conditions.
Picks up and delivers passengers on TDY including visiting officials.
Operates various type forklifts to load and unload material.
Checks generator gages and cooling system, fuel and lubricating oil supply; observes oil pressure, voltage and temperature readings to ascertain their operating condition.
Operates various types of vehicles to include sedans, fuel trucks, tractors and trailers rigs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Employment is contingent upon successful completion of a background security investigation and favorable adjudication.
- Must maintain a Class A Commercial Driver’s License (CDL) Driver’s License with Tanker, Hazardous Material, Passenger and Bus Endorsements.
- Employment is contingent upon satisfactory completion of a pre-appointment physical requirement and annual physical thereafter.
- Incumbent must be able to meet safety and physical requirements.
- Must pass Locomotive Test Certification within 12 months of employment.
- This position is covered by the Civilian Drug Testing Program.
- Incumbent is required to sign a DA Form 5019-R, and/or DA Form 7412 "Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program," or a Memorandum of Understanding (MOU).
- This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor crime of domestic violence are not eligible for the position.
- This position requires the incumbent be a CAIRA responder and, as such, incumbent must be physically able to meet the requirements of the Chemical Accident/Incident Response Assistance (CAIRA) Program.
- TDY travel is occasionally required.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Locomotive Engineer (Motor Vehicle Operator) ~ without more than normal supervision. Skilled in operating locomotives to pull attached cars, mixed types and sizes of train cars, heavy loads, or cargo. Has knowledge of locomotive signaling and safety rules and procedures. Knowledge of the track system and operating trains in darkness, fog, rain, snow, high water, or similar operating conditions. Skilled in driving a multiple types of vehicles. Operates various type forklifts and special purpose vehicles equipped with a power take-off. Transports personnel and perform driver's maintenance in accordance with established rules and regulations. Work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen Out Element will result in an ineligible rating.
PHYSICAL EFFORT -
Incumbent must be able to climb up and down steep steps or ladders to board and leave the train. Continuously manipulate hand-operated controls while stretching, turning and shifting positions for best visibility. Are also subject to physical strain from swaying motions and jarring movements of the train. Light physical effort is required in reaching, bending, turning, or moving hands, arms, feet and legs to operate hand and foot controls of motor vehicles. Moderate physical effort is exerted in operating, turning, backing and controlling heavier vehicles.
WORKING CONDITIONS
Work is performed outside in all kinds of weather. Worker is subject to injury as a result of mounting and dismounting moving cars, walking along freight car tops, in coupling and uncoupling cars, and in blocking wheels. Worker is also subject to injury from toxic and vesicant agents when making car movements in toxic gas yard as well as to hazards involved in handling munitions being shipped in box flat or gondola railroad cars. Drives in all types of traffic and weather on public roads and is exposed to the danger of serious accidents. Drives in heavy traffic and at highway speeds.
