This is a Direct Hire Authority solicitation utilizing the DHA for Domestic Defense Industrial Base and Major Range and Test Facilities Base to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a member of the rail team operatic crew. As a rail operator, performs the full range of rail duties include locomotive engineer, conductor, and breaker-switcher.
Duties
Incumbent follows instructions concerning the destination, purpose of trip, and work to be accomplished.
Follow all safety and operating procedures and requirements in operating the locomotive to prevent injury to crew, equipment, cargo, track, other vehicles and pedestrians.
Operate trains in darkness, fog, rain, snow, high water, or similar operating conditions.
Picks up and delivers passengers on TDY including visiting officials.
Operates various type forklifts to load and unload material.
Checks generator gages and cooling system, fuel and lubricating oil supply; observes oil pressure, voltage and temperature readings to ascertain their operating condition.
Operates various types of vehicles to include sedans, fuel trucks, tractors and trailers rigs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must maintain a Class A Commercial Driver’s License (CDL) Driver’s License with Tanker, Hazardous Material, Passenger and Bus Endorsements.
- Employment is contingent upon satisfactory completion of a pre-appointment physical requirement and annual physical thereafter.
- Incumbent must be able to meet safety and physical requirements.
- Must pass Locomotive Test Certification within 12 months of employment.
- This position is covered by the Civilian Drug Testing Program. Incumbent is required to sign a DA Form 5019-R, and/or DA Form 7412 "Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
- This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor crime of domestic violence are not eligible for the position.
- Position requires the incumbent be a CAIRA responder, Must be physically able to meet the requirements of the Chemical Accident/Incident Response Assistance (CAIRA) Program.
- TDY at least 5% of the time.

Minimum Qualifications (Screen Out Element): Skilled in operating locomotives to pull attached cars, mixed types and sizes of train cars, heavy loads, and cargo which is sometimes fragile, hazardous, or not fully secured. Has extensive knowledge of locomotive operations, including track use, signaling and safety rules and procedures. Perform operational inspections of engines, generator gages , cooling system, fuel and lubricating oil supply; observes oil pressure, voltage and temperature readings to ascertain their operating conditions. Knowledge of the track system and operating trains in darkness, fog, rain, snow, high water, or similar operating conditions.
Skilled in driving a full range of arsenal vehicles from sedans to semi tractor-trailer rigs and all types of material handling units. Able to operate gasoline or diesel powered vehicles over 26,000 lbs. towing capacity with trailers, 5-ton trucks, 44 passenger bus, 15 passenger vans and sedans. Operates various type forklifts and special purpose vehicles equipped with a power take-off. Transports personnel an performs driver's maintenance in accordance with established rules and regulations.Failure to meet this Screen Out Element will result in an ineligible rating.
Education
Education is not a requirement for this position. You will be evaluated on experience alone.
