About the Position: This position is with the U.S. Army Medical Command (MEDCOM), Health Care Acquisition Activity (HCAA), Medical Readiness Contracting Office - West, located at Fort Sam Houston, Texas.
This is an Acquisition Workforce Demonstration Project position.
Duties
Develops contractual decisions that address problems such as changes and developments in equipment, use of new materials, and unique Government requirements.
Directs pre-award and post-award functions involving procurement and administration for supplies and/or services to meet organization's requirements.
Sets priorities amongst competing responsibilities such as post award functions and, pre-award functions to meet organizational timelines.
Advises management, customers, and contractors, providing direction and guidance on unusual and or highly specialized procurements.
Analyzes cost and pricing data to substantiate direct and indirect costs and profit for an organization.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This is an Army Acquisition Workforce (AWF) position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
- This position requires a Foundational Career Level Certification or Contracting Professional Certification within 3 years.

In order to qualify, you must meet the education and/or experience requirements described below. Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if:
(A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;
OR
(B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Performing pre-award and or post award procurement functions within an organization; and 2) Ensuring that all contract actions taken are in compliance with applicable laws, and regulations; and 3) Developing procurements involving complex contracts of highly specialized equipment systems and or innovative equipment systems for an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH 02/GS 11).
