This position is located within the U.S. Department of State (DOS), Office of Inspector General (OIG), which has statutory oversight responsibility covering the Department, the U.S. Agency for Global Media (USAGM), and the International Boundary and Water Commision (IBWC). OIG is responsible for conducting and reporting on inspections, evaluations, investigations, audits, and special inquiries involving all overseas and domestic Department, USAGM, and IBWC programs and operations.
Duties
Plan, organize, supervise, and conduct difficult and complex criminal investigations of alleged violations and the effects on the operations of the Department/USAGM and the IBWC.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Incumbent must obtain and maintain a Top-Secret clearance.
- Must serve a one-year probationary period unless excepted by regulation.
- Incumbent must meet the firearms criteria based on PL 102-296, Sec 812.
- Incumbent must be able to carry a firearm under the Lautenberg Amendment.
- Incumbent must be able to obtain/maintain a valid state driver's license.
- Selectee must pass a pre-employment law enforcement medical exam.
- Annual Financial Disclosure (OGE-450) required pre-employment and annually.
Qualifications
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience planning, organizing, and conducting extremely complex criminal investigations of criminal, civil, and administrative cases.
Experience evaluating information reported through developed or reported leads.
Experience coordinating extremely complex and sensitive investigative and prosecutive activities with Federal, state and local agencies.
Experience writing detailed reports of findings to be used in criminal, civil, or administrative proceedings.
Experience in obtaining and executing search and arrest warrants.
Experience in using specialized investigative techniques such as confidential informants, undercover agent, audio and/or video monitoring and consensual monitoring.
Experience testifying to investigative findings.
Experience in reviewing work of others to identify problem areas.
Education
There is no substitute of education for specialized experience for the GS-14 position.
