This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the PROFESSIONAL Work Category at the FULL PERFORMANCE Work Level within the CES Occupational Structure. It is located in the DISA - JOINT SERVICES PROVIDER.
Duties
Reviews and evaluates the effectiveness of contracting actions in contributing to overall JSP mission achievement.
Makes recommendations for revision of contracting and anticipated DoD procurement reform initiatives, and specific program requirements.
Serves as a member of or advisor to Source Selection Evaluation Boards (SSEB), Technical Evaluation Boards (TEBs) and Source Selection Authorities (SSAs) to assess contractor proposals.
Creates files and preparation of documentation in response to protests, both at the contracting agency and GAO level. Uses a thorough knowledge of program’s requirements to prepare and implement financial execution plans.
Monitors, tracks, and controls financial resources to ensure compliance with approved plans and governing regulations and directives. Performs analyses using a variety of quantitative and qualitative techniques and methods.
Requirements

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

- The incumbent is required to submit a Financial Disclosure Statement, OGE-450 Executive Branch Confidential Financial Disclosure Report upon entering the position and annually thereafter.

Qualifications
In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience:
To qualify at the GG-11, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Synthesizing results and preparing reports regarding programs and policy, monitoring and tracking financial resources to ensure compliance and making recommendations for revision of contracting and anticipated procurement and specific program requirements.

Education
GG-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the qualifying experience requirement. .

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the
