Duties
Typical work assignments include:
Gathers information, identifies, and analyzes relatively straightforward issues and develops recommendations to resolve problems of effectiveness and efficiency of organization work operations.
Reviews reports to eliminate, combine, and improve or to reduce or increase frequency of submission while comparing cost of preparation against established requirements.
Studies workflow and prepares reports, e.g., suggestions for improvement. Reviews job processes, working conditions, space layout, and workflow. Uses available data and engineered estimates to ensure standards are followed.
Analyzes functional statements and works with managers to eliminate duplications, delete functions no longer performed, etc.
Provides the full range of administrative services a region supervisor of a branch level organization and his staff. These include making appointments, arranging conferences and meetings, planning and scheduling foreign and domestic travel itineraries, booking reservations, obtaining tickets, arranging for government or commercial transportation of personnel and property, and other services related to official travel and transportation, maintaining office records, dissemination of instructions and coordinating with the staff.
Supports region with SharePoint development and maintenance.
Reviews communications and develops standard paragraphs and form letters, which respond to repetitive inquiries.
Serves as the office's authoritative expert on matters concerning administrative procedures.
Adapts analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
Develops improved routing and internal flow patterns.
Receives and reviews all incoming documents. Exercises the authority to screen items which can be handled personally or by other staff members. Coordinates all correspondence for the supervisor's signature.
Assist the primary staff of the serviced organization in the development and organization of policies and programs and other related areas of concerns for program's management.
Participates in the development of new plans, schedules, or methods to accommodate changing program requirements.
Edits all documents originating from the office. Has authority to correct or return for correction any item that is questionable.
Identifies objectives based on an analysis of interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs and determines approaches needed to achieve objectives.
Studies directives and records to detect and eliminate conflict, overlap, and duplication, and to ensure proper arrangement of material and correct distribution.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required education and/or experience for the respective grade level in which you are applying.
You qualify for the GS-09 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-07 grade level (or equivalent) performing the following duties:
Scheduling meetings, making travel arrangements, and providing other administrative support to senior executives with the utmost attention to detail; analyzing business task trends and compiles data for analysis by top level managers; and
Advising the office director of any potential shortfalls and recommends solutions to deal with such problems; and
Monitoring all office administrative functions, transactions, and prepares a variety of reports utilizing various database and automated systems.
OR
EDUCATION:
A. Master's or equivalent graduate degree from an accredited institution that included major study in any field of study.
OR
B. Two (2) full years of progressively higher-level graduate education leading to a master's degree from an accredited institution that included major study in the field of study described in statement "A" above.
OR
C. LL.B. (Bachelor of Laws) or J.D. (Juris Doctor) degree, if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the first year (total graduate education minus 18 semester hours or 27 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level.
You qualify for the GS-11 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-09 grade level (or equivalent) performing the following duties:
Scheduling meetings, making travel arrangements, and providing other administrative support to senior executives with the utmost attention to detail; and
Gathering and analyzing facts, developing courses of action, and proposing solutions to management on administrative functions, issues, and challenges; and
Developing a variety of files, reports, and charts to include preparing Excel spread sheets and Power Point presentations; and
Developing plans and strategies for the internal and external integration of day-to-day and long-range projects, actions, and activities associated with the execution of the administrative functions.

EDUCATION:
A. Ph.D. or equivalent doctoral degree from an accredited institution that included major study in any field of study.
OR
B. Three (3) full years of progressively higher-level graduate education leading to such a degree from an accredited institution that included major study in the field of study described in statement "A" above.

C. LL.M. (Master of Laws) degree, if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. You qualify for the GS-12 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-11 grade level (or equivalent) performing the following duties:
Maintaining calendars for executives, arranging travel that aligns to operational priorities, and providing other administrative support to senior executives with the utmost attention to detail; and
Using various techniques, methods, and procedures for analyzing projects and programs; and
Conducting complex studies and analyses that require gathering information, identifying, and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations; and
Participating in and identifying program elements and those responsible for the work.
