Duties
The physical worksite for this position is located in Alexandria, Virginia.This position is telework eligible per agency and business unit discretion/policy. Qualifications
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Clerical & Administrative Support positions.
Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.
GS-06 requires one year of specialized experience equivalent to the GS-5 grade level in the federal service,
providing administrative support to HR Specialists (e.g. applying human resources rules, procedures, and operations, creating evaluation forms for applicants;
ensuring all personnel actions are processed in accordance with applicable agency laws, rules, and regulations, organizing information for participants attending a new hire orientation, and gathering data from different sources to compile reports);
initiating and processing personnel actions (e.g. resignations, pay changes, new hire actions, change in duty station) in a Human Resources information system (HRIS) that interfaces with an outside third-party payroll system;
responding to routine inquiries on HR policies, and procedures to perform a variety of HR support tasks.
GS-07 requires: One year of specialized experience equivalent to the GS-6 grade level in the federal service,
providing administrative support to HR Specialists (e.g. applying human resources rules, procedures, and operations, creating evaluation forms for applicants;
ensuring all personnel actions are processed in accordance with applicable agency laws, rules, and regulations, organizing information for participants attending a new hire orientation;
gathering data from different sources to compile reports, assisting with recruitment and placement tasks such as preparing vacancy announcements, assisting with determination minimum qualifications of applicants, issuing certificates, updating and closing out vacancies as appropriate);
initiating and processing personnel actions (e.g. resignations, pay changes, new hire actions, change in duty station) in a Human Resources information system (HRIS) that interfaces with an outside third-party payroll system;
assisting with the resolution of system and data errors arising from the interface of an internal HRIS and external payroll system;
reviewing documents and personnel actions for completeness, accuracy, and obtaining additional information as required;
responding to routine inquiries and research HR policies, and procedures to perform a variety of HR support tasks.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
As a general rule, education is not creditable for the GS-06 and GS-07 grade levels covered in this vacancy announcement. However, graduate education may be credited in those few instances where the graduate education is directly related to Human Resources and or the work of the position.
If this position requires proof of higher education, or you are substituting education for experience, you must submit an unofficial transcript or a list of courses that includes the following information: name of accredited institution, grades earned, completion dates, and quarter and semester hours earned. Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. A listing of these accredited organizations can be found on the Department of Education's website - US Department of Education. Another listing of services that can perform this evaluation is available at the National Association of Credential Evaluation Services (NACES) website. You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application.
