This position serves as a Senior International Trade Specialist for the Foreign Agriculture Services (FAS), providing technical expertise in one or more of FAS's areas of responsibility, which include market development, trade agreements and negotiations, collection and analysis of statistics and market information, administration of export credit guarantee and food aid programs, and provision of linkages to global resources and international organizations for U.S. Agriculture. .

Duties

Serves as an authority for assigned program(s) in advocating support for FAS’s lead role in expanding and maintaining international market opportunities for U.S. Agriculture. Performs specialized studies and develops program and policy support for assignments which may involve establishing fair and transparent rules governing international trade through negotiation and enforcement of trade agreements Assists in the development of U.S. policies and strategies related to agricultural trade issues and is responsible for the direction and integration of the contributions of senior professionals both within and outside FAS. Develops a variety of one-time special projects and reports and/or provides input for portions of projects being developed by other specialists. Leads and/or participates in negotiating teams to discuss technical issues related to many divergent issues inherent in U.S. agricultural trade. Develops and disseminates information concerning USDA activities and programs. Serves as a technical consultant and advisor to other federal, state, and international agencies, the academic community, industry, and scientific and regulatory review boards and meetings.

Requirements

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. BASIC REQUIREMENT: There is no basic educational requirement for this position. FOR THE GS-14 LEVEL: Applicants must have one year (52 weeks) of specialized experience equivalent to the at least the GS-13 level; or its non-federal equivalent that included: Experience in agricultural policy, developing and delivering authoritative and programmatic direction on controversial and highly visible trade and agricultural issues that affect a wide range of stakeholders. Experience in agricultural and trade practices, planning and carrying out projects and studies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
