This position is located in the Background Investigations Mission Program Office (MPO), Personnel Security (PS), DCSA. The incumbent serves as a Security Specialist (Operations Officer) and provides manages day to day operations, synchronization, and coordination for enterprise BI fieldwork activities.

Duties

As a SECURITY SPECIALIST (OPERATIONS OFFICER) you will be responsible for the following duties: - Responds to emerging and expanded personnel security requirements and resolves complex personnel security problems impacting the entire Federal Government. - Develops methods and procedures to resolve unique organization and geographical problems across the PS/BI not resolved by standard personnel security regulations. - Provides definitive technical advice, personnel security policy clarification, guidance and oversight to PS/BI managers, personnel security customers and stakeholders, DCSA functional and mission partners. - Independently interprets personnel security regulations and formulates personnel security policy that will impact the entire PS/BI. - Establishes and analyzes program metrics for results and impact across PS/BI, assesses program resource requirements and justifies funding/manpower. - Develops mechanisms and conducts oversight assessments to ensure compliance with program standards. - Serves as a technical consultant and represents the PS/BI PDAD and Executive Program Manager at meetings and working groups at the PS/BI, DCSA, DoD and national levels. - Serves as authoritative representative regarding PS/BI equities, objectives and requirements within the DoD, federal and inter-agency security communities.

Qualifications

This position has a Basic Requirement for the 0080: 1 year equivalent to at least next lower grade level The experience described in your resume will be evaluated and screened from the Office of Personnel Management's (OPMs) basic qualifications requirements. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Overseeing a personnel security and background investigation program. Reviewing workload management, personnel/staffing, and operations for a background investigations program. Troubleshooting mission issues (workload management, personnel/staffing, and operations) to support mission execution and policies. Providing Budget review/oversight for processing awards and travel to ensure annual compliance. Specifically you will be evaluated on the following competencies: 1. Critically evaluates to identify the causes of problems and chooses courses of action that balance the interests of the mission and stakeholders. 4. Management Analysis-Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization. 5. Interpersonal Skills-Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds and different situations; is sensitive to cultural diversity, race, gender, disabilities, and other individual differences. 6. Communication-Communicate (i.e., written and oral) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors, and/or other pertinent individuals.
