Duties

The primary purpose of this position is: To serve as a Senior Countering Weapons of Mass Destruction Program Analyst in the CWMD Strategy, Plans, and Analysis Branch (AF/A10SC) providing AF-wide guidance to the HQ USAF (HAF), Major Commands (MAJCOMs) and subordinate units for developing and implementing doctrine, policy, guidance, programs, projects, operational research, analysis, and testing relating to AF CWMD efforts. Provides AF-wide guidance to the HAF, MAJCOMs and subordinate units for development and implementation of doctrine, policy, guidance, programs, projects, operational research, analysis, and testing relating to AF CWMD activities. Develops, implements, and refines CWMD concepts of operations (CONOPS). Establishes operational standards, guidance, procedures, doctrine, and policy to counter threats across the full CWMD operations spectrum. Conducts studies, prepares position papers and presents high-level briefings of conclusions. Maintains a continuous liaison with counterparts across the Air Staff, MAJCOMs, Service headquarters, combatant Commands, DOD and USG Interagency to ensure CWMD planning is consistent and integrated throughout the defense community.

  • May be required to perform other related duties as assigned.
  • This is a drug testing designated position. The incumbent is subject to random drug testing for drug use.
  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
  • This is a Centrally Managed Position in the Operations Career Field.

Qualifications

In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or private sector) which includes mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of military level Countering Weapons of Mass Destruction (CWMD) plans and procedures relating to war, mobilization, deployment, and similar operations; and to evaluate MAJCOM and Air Staff responses to plans and studies; Mastery knowledge of CWMD program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial DoD resources and require extensive changes in established concepts and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery knowledge of AF and DoD CWMD goals, objectives, and programs to include the CSAF CWMD Enterprise Flight Plan and associated Roadmaps, Counter-Chemical Warfare CONOPS, Counter-Biological Warfare CONOPS, and Counter-Radiological Warfare CONOPS. Expert knowledge and experience with the AF CWMD corporate structure (i.e., Modernization Working Group; Policy Working Group; Education, Training, and Exercise Working Group; and CWMD Council). Comprehensive knowledge of AF and Joint Staffing processes, as well as the relationships of the various DoD CWMD entities involved in the overall planning and execution of military operations. Comprehensive knowledge of and demonstrated experience with the Joint Capabilities Integration and Development System and Planning, Programming, Budgeting, and Execution cycles. Demonstrated ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations; Demonstrates expert ability responding to short notice requests and suspenses. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
