The primary purpose of this position is to serve as the Department of the Air Force (AF) OAS Senior Liaison for the US Space Force Space Warfighting Analysis Center (SWAC). Assists the entire spectrum of activities involved in OAS mission of providing broad expertise to MAJCOMs and Air Staff in planning, executing, and reporting of study efforts regarding capabilities and requirements of future space systems.
Duties
Serves as the Senior AF/OAS Liaison/Technical Advisor to the USSF Space Warfighting Analysis Center (SWAC).
Employs scientific and analytical techniques to define, quantify, and evaluate the feasibility of assigned projects, studies or problems.
Leads engagement with appropriate study stakeholders and oversight groups, works to resolve study conflicts, and leads independent assessments of study plans, interim and final results.
Serves as a consultant and Air Force level technical expert to senior subject matter specialists and/or agency officials responsible for broad program operations.

- Bachelor of Science Degree from an accredited institution in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, (Cont'd)
- mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus (Desired). Advanced degrees preferred.
- Work may require frequent travel away from the normal duty station.
- A working knowledge of the policies and procedures governing AF and DoD requirements and acquisition management.
- A broad technical background and related AF operational experience is desired, with experience in operations research analysis.
- Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology. (Cont'd)
- Must have the gravitas necessary to affirmatively represent AF priorities and positions to Service-level senior leadership in a liaison capacity.
- This position requires travel by both scheduled and nonscheduled government and commercial aircraft, as well as other modes of travel, under conditions specified under the DoD Joint Travel Regulations.
- Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. (Cont'd)

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Series 1515.
BASIC REQUIREMENT: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes designing, researching, and conducting complex, major developmental studies that are unique, difficult to define, and require unconventional approaches. Assignments include high visibility programs, unusual urgency or critical issues which require application of the full range of advanced scientific and experimental techniques. Defines problems and develops and coordinates study plans. Develops analytical and/or mathematical models for use in preparing evaluation criteria and/or testing sequences. Determines sources of data and sample size; plans, designs, and conducts test(s) to obtain data; compiles, organizes, and analyzes data. Unique problems encountered require creativity, innovative use of techniques, advanced approaches, and/or new technologies to solve problems, enhance performance, or increase efficiency and effectiveness. Ensures the techniques and methodologies used in the analysis process are timely and of the highest quality and standards. Determines project milestones, identifies analytical deficiencies, and recommends improvement on development efforts which will allow sound and timely decisions by senior leaders.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery knowledge of a wide range of concepts, principles, practices, and research techniques of operations research that would normally be obtained through graduate university level training including such topics as multi-objective analysis, linear and nonlinear programming.
2. Knowledge and mastery of a broad range of methods and techniques used in classical and modern advanced operations research studies and possession of analytical abilities.
3. Skill to negotiate and/or defend findings and program support concepts and maintain good working relationships with General Officers, Senior Executives Service Civilians, and other senior military leaders in the DoD, private industry executives, and foreign countries 2. Knowledge of expert quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions.
4. Ability to participate in study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints.
5. Ability to recognize and use correct English grammar, punctuation, and spelling; communicate information in writing in a succinct and organized manner; and produce written information, including technical material, which is appropriate for the intended audience.
6. Ability to design, build, and use appropriate data collection and simulation techniques.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
