Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. The primary purpose of this position is to function as the base Test Control Officer (TCO) in the management and administration of the military personnel testing program.

Duties

Manages and administers the base military personnel testing program for a variety of military test. Reviews and analyzes testing requirements in support of the Weighted Airman Promotion System (WAPS). Oversees, manages, and administers the Foreign Language Proficiency Pay (FLPP) Program. Maintains and controls test material. Uses multiple office automation software with varied functions to produce a wide range of documents, formats, etc., pertaining to testing, no shows, out-of-cycle, supplemental promotion considerations, correction of military records, or other promotion and testing concerns, and maintains files.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, and Clerical and Administrative Support Positions. GS-0203 Human Resource Assistance Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-5, or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and skill in applying, a standardized body military personnel rules, procedures, or program operations to perform or explain a range of procedures and requirements in support of the military personnel testing program. Knowledge of regulations, directives, policies, and procedures regarding the receipt, storage, handling, and destruction of test material. Knowledge of coding for the automated personnel system to enter data and to correct errors in personnel testing actions and periodic reports. Knowledge of various office automation software processing procedures ad function keys and the similarities and differences among software types to produce a wide range of documents, such as graphics or tables within text, to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets. OR EDUCATION: Successful completion of one full year of graduate level education in a field directly related to the position such as, Human Resources, which demonstrates my knowledge, skills, and abilities necessary to do the work of the position. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-5 level is required to meet the time-in-grade requirements for the GS-6 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of military policies and procedures relating to the military testing program and an understanding of the coding system and verification data applicable to eligibility requirements. Knowledge of military personnel instructions, principles, processes, and policies and of the regulations, directives, policies and procedures regarding the receipt, storage, handling, and destruction of test materials. Overall knowledge of military personnel policies, regulations, and procedures regarding rank structure, assignments, record keeping, and the requirements for promotion. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, report, spreadsheets, databases, and graphs. Skill in typing; a qualified typist is required. Ability to communicate effectively, both orally and in writing. Ability to analyze automated products to determine adequacy and or/ deficiencies of testing program. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
