Duties
As a Resource Management Specialist you will:
Participate with the Senior Management officials in the formulation and analysis of goals, objectives, operating policies, and development of operating budgets.
Provide expert guidance, assistance, and consultation to the staff on all budget, fiscal stewardship, contracts, cooperative agreements, inter-agency agreements, and memorandums of understanding/agreement activities.
Represent the Office on extramural matters relating to budget planning and execution, fiscal stewardship, cooperative agreements, contracts, memorandum of understanding/agreement, interpersonal agreements, and inter-agency agreements, including development, design, implementation, and evaluation.
Provide day-to-day guidance on extramural activities, tracks and monitors all activities, liaison on the implementation of extramural activities, often developing options or proposals for resolution.

Minimum Qualifications:
To qualify at the GS-14 grade level, you must have at least one year of specialized experience at or equivalent to the GS-13 grade level, which must include the following experience: developing statements of work; ensuring adherence to the Federal Acquisition Regulation (FAR) and agency/organization laws and regulations; and managing contracts necessary to conduct operational, clinical, and epidemiological activities in a health plan.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected.
