The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions.

Duties

TCF is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. The TCF career fields represent those technical fields where VA-specific knowledge and experience is required for success in the field. Individuals selected follow a formal individual development plan for two years during which they are trained and coached by a preceptor who is a subject matter expert within the career field/job specialty. Trainees must remain at the hiring grade level for a minimum of one year. Selectees will be required to complete and sign the following paperwork; Mobility, Training, and Continued Service Agreements. Major Duties: This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. You will ultimately acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The incumbent of this position is a Accountant in the Accounting Section of Fiscal Service. He/She provides support.to the Chief of the Accounting Section and technical assistance and guidance to subordinate accounting technicians, voucher examiner, travel clerk, agent cashier, fiscal technicians, and lead fiscal technician. In this position in the Accounting Section, the incumbent performs a variety of duties and has cert in responsibilities that are supervisory in nature In the absence of the Chief, Accounting Section, the incumbent (GS-11) assumes the full duties and responsibilities as supervisor of the Accounting Section. In conjunction with the Chief, Accounting Section, the incumbent aids in Policy decisions of the Accounting Section and is instn.1mental in implementing these policies. Under the guidance of the Chief, Accounting Section, the incumbent effects change in work assignments and workflow to meet the daily demands and to solve problems with the section and other services. Provides technical· assistance to subordinate Accounting Technicians ih the maintenance of the General Ledger in cost accounting functions and related work. Provides technical assistance to Voucher Examiner. Provides general assistance to Fiscal technicians and Lead Fiscal Technician.. Assists in the training of new employees as well as incumbent employees in new phases of _work or changes in procedure. Participates in daily operations of the Medical Center's accounting system and is responsible. for systematic verification and appraisal of records, reports, related transaction and instructions. Maintains accounting records, accumulates cost data, prepares, reviews, and analyzes accounting reports and statements, and improves accounting service techniques. Work Schedule: Monday to Friday (8:00am - 4:30pm) Recruitment & Relocation Incentives: Not authorized Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. A bachelor's degree or four (4) years of education leading to a bachelor's degree from an accredited institution in accounting or a related field such as business administration, finance or public administration that included or was supplemented by 24 semester hours in accounting (which may include up to 6 hours of credit in business law)? (*If you answer yes to this question, transcripts are required.) -OR- Four (4) years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. This combination must include one of the following: 24 semester hours in accounting or auditing courses; a certificate as a Certified Public Accountant or Certified Internal Auditor, obtained through written examination; or completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g. 15 out of the 24 required semester hours in accounting provided that: you have successfully worked at the full performance level in accounting, auditing or a related field; a panel of at least two higher level professional accountants or auditors has determined that your experience demonstrates breadth, depth, currency, and level of advancement normally associated with successful completion of a four year course of study in accounting or a related field; and your education, training, and experience fully meet the specified requirements. (*If you answer yes to this question, your experience must be documented in your resume and transcripts are required.)-AND- In addition to the basic education requirement. Minimum Qualifications Requirements for GS-7: SPECIALIZED EXPERIENCE: One (1) year of specialized experience equivalent to the next lower grade level in Federal Service that includes performing the following duties: Specialized experience include: knowledge of the theories, principles and practices of accounting and financial management; applying accounting procedures related to appropriation funding allotments, obligations and disbursements; knowledge of general ledger and subsidiary accounts; using an automated general ledger and cost system; preparing accounting reports. (*To receive credit for these skills, they must be documented in your resume.)-OR- EDUCATION: One (1) year of graduate-level education with a major field of study directly related the position of accountant. (TRANSCRIPTS REQUIRED)-OR- COMBINATION EDUCATION/EXPERIENCE: Equivalent combinations of successfully completed graduate level education and specialized experience which meet the total experience requirements for this grade level. The education portion must include graduate courses that provided the knowledge, skills, and abilities necessary to do the work of the Accountant - Technical Career Field position. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.-OR- SUPERIOR ACADEMIC: Superior Academic Achievement (SAA) at the baccalaureate level in the coursework detailed above. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. (TRANSCRIPTS REQUIRED with your application package) To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following: - Rank in the upper one-third of your class in the college, university or major subdivision. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. - Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.
