Provides support to the Chief of the Accounting Section and technical assistance and guidance to subordinate accounting technicians, voucher examiner, travel clerk, agent cashier, fiscal technicians, and lead fiscal technician. In this position in the Accounting Section, the incumbent performs a variety of duties and has certain responsibilities that are supervisory in nature.

Duties

In the absence of the Chief, Accounting Section, the incumbent (GS-11) assumes the full duties and responsibilities as supervisor of the Accounting Section. In conjunction with the Chief, Accounting Section, the incumbent aids in policy decisions of the Accounting Section and is instrumental in implementing these policies. Under the guidance of the Chief, Accounting Section, the incumbent effects change in work assignments and workflow to meet the daily demands and to. solve problems with the section and other services. The incumbent provides technical assistance to subordinate Accounting Technicians in the maintenance of the General Ledger in cost accounting functions and related work. The incumbent provides technical assistance to Voucher Examiner. The incumbent provides general assistance to Fiscal Technicians and Lead Fiscal Technician. The incumbent assists in the training of new employees as well as incumbent employees in new phases of work or changes in procedure. The incumbent maintains all equipment fund control points and general ledgers to insure compatibility with the FAP system. The incumbent maintains all real property general ledgers to insure compatibility with the FAP system. The incumbent is responsible for the capitalization of real property and recording real property into the FAP system. The incumbent maintains the Compensated Work Therapy fund. The incumbent maintains the Supply Fund. The incumbent identifies accounting trends having adverse effect or deviating from management plans and formulates viable alternatives. The incumbent maintains and inputs actions into Financial Management System for Central Office approved construction projects. Incumbent must check funding availability prior to obligating personal services, supplies, or services. 1) Incumbent is responsible for reconciling the Agent Cashier's checkbook, Compensated Work Therapy, Supply Fund, Equipment, Real Property, Suspense, Accrued Services Payable, Undelivered Orders, and General Post Funds. Incumbent serves as a purchase card auditor. Audits credit card purchases monthly to ensure proper use and restrictions are met. Incumbent ensures that proper fund control point, cost center and budget object codes are used on credit card purchases so as not to distort the accuracy of the hospital's cost report. Incumbent maintains a monthly audit file for credit cards purchases. Incumbent is responsible for working with purchase cardholders regarding costing. Incumbent is responsible for preparing a monthly report of all findings relating to the purchase card audits to the Chief, Accounting Section. Incumbent maintains accounting records of the medical care cost recovery (MCCR) program and works with Patient Financial Services Section to ensure MCCR records are in balance with the accounting records. Incumbent performs audits of medical center control points to insure that obligation adjustments are being recorded. The incumbent works with Fund Control Point Officials to resolve deficiencies. Performs other related duties as assigned Work Schedule: Monday through Friday 8:00am-4:30pm Position Description Title/PD#: Accountant/PD02941A Physical Requirements: The work is principally sedentary. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Individual Occupational Requirements Basic Requirements Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") or Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. You may qualify based on your experience and/or education as described below: Specialized Experience GS 9: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Professional knowledge of accounting theories, practices, methods, and techniques, and knowledge of organizational practices, policies, and programs to independently perform a variety of assignments. Knowledge of governmental accounting operations and requirements including those established by GAO, Department of Treasury, OMB, and the agency to independently perform a variety of assignments. Ability to analyze accounting systems or to modify and adapt conventional accounting and analytical techniques to solve a variety of accounting problems. Knowledge of automated systems design practices and limitations to describe systems specifications and requirements to computer programmers and software specialists. Ability to deal tactfully with other employees to implement revised policies and procedures, to discuss changes relating to the automated accounting system, and/or to coordinate necessary training in connection with revised operations or system changes. Has skill in oral communication methods and techniques; as well as skill in establishing and maintaining effective and cooperative work relationships. Ability to write letters, memoranda, and operating procedures, directives, and/or guides to? convey information relating to the accounting process. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. Specialized Experience GS 11 : You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.
