The primary purpose of this position is: To be the single point of contact responsible for planning, administering, developing, and evaluating a comprehensive internal training and readiness program for all nonappropriated fund (NAF), appropriated fund (APF), military, and volunteer employees assigned to the Force Support Squadron (FSS).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, including Training Instruction Series 1712 SPECIALIZED EXPERIENCE: One (1) year of specialized experience equivalent to the GS-07 grade level that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience includes practical knowledge of a wide range of conventional concepts, principles and practices associated with training program management sufficient to independently develop, conduct, and evaluate difficult, but well-precedent formal and informal training programs and readiness. Knowledge of service-based occupations and the associated training/certification requirements for military and civilian personnel assigned to the organization. Knowledge of standard analytical and evaluative techniques to analyze training requirements, plan for and develop training materials, evaluate training effectiveness, and solve problems relating to training and readiness issues. Knowledge of various office automation software programs, tools, and techniques to support training operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. OR EDUCATION: Successfully completed a Master's (or equivalent) graduate degree from an accredited college or university OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., with a major study in Education or a subject area related to the position of a Training Instructor. My education demonstrates the knowledge, skills, and abilities necessary to do the work of a Training Instructor. NOTE: You must submit a copy of your transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of service-based programs and objectives, processes involved in military and civilian training programs, and/or processes relating to training programs in parallel business and industry organizations. 2. Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, and training resources, as well as the principles, techniques, and objectives of test and measurement. 3. Knowledge of basic budget preparation as it applies to preparing operating and capital expenditure training budgets. Skill in developing course materials and presenting formal and informal courses and briefings 4. Ability to gather, develop, and analyze a variety of data and to make recommendations based on analysis. Ability to communicate effectively, both orally and in writing. 5. Knowledge of federal planning policy and guidance to include publications applicable to the functional area technical knowledge of AF Mortuary policies and procedures. 6. Ability to recognize the inter-relationships of various aspects of operating programs to integrate and analyze information to evaluate overall program status. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
