The primary purpose of this position is to act as Program Manager/Training Systems Analyst for the 58th Training Squadron. Assists the 58th Operations Group Project Officer in the proper evaluation of contractor performance in the areas of ISD and course ware.

Duties

Responsible for the oversight and assistance of the Operations Flights and USAF Program Managers in the development of all Formal School and Refresher SOIs and Aircrew Training Devices (ATD). Maintains operational data and statistics. Participates in the Program Flying Training planning process to develop program training plans to project annual student requirements and maximize schoolhouse capacity. Assists in providing program oversight of the 58th TRS contractor(s) and sub-contractor(s) that perform such functions as instruction, courseware development, ISD requirements, or as assigned by the 58th TRS OPS Officer. Represents the 58th Training Squadron commander and operations officer with a variety of Higher HQs staffs, Kirtland/58th SOW units and contractor organizations. Writes and/or provides inputs to USAF military personnel OPR/EPRs awards and other administrative functions.

  • Incumbent may be required to travel by regularly scheduled military or commercial aircraft in the performance of TDY.

  • Individual must be physically capable of lying in military aircraft. A Pre- Physical employment physical is required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Comprehensive and thorough knowledge of a wide range of professional concepts, principles, practices, procedures regulations, and laws applicable to a full range of ground based, aircrew flying training responsibilities such as that gained through extensive specialized training, experience, and skill in applying this knowledge to difficult and complex assignments. Knowledge of a wide range of principles, practices, and concepts involved in flight rules and procedures, aircraft characteristics, and aircraft systems to develop the syllabus for courses required through academic instruction and flight simulator missions. Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, and training resources. OR EDUCATION: Ph.D. or equivalent graduate degree OR 3 full years of progressively higher level graduate education leading to such a degree OR a LL.M, if related. Education must have major study in education or a subject area related to the position to be filled. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Practical working knowledge of military aviation training in order to develop comprehensive training programs, identify training requirements. Instructional experience of students in airborne, simulator, and academic situations is highly desired. Current or previous flight training in Military aircraft, to include instrument qualifications, aircraft commander or mission commander qualifications is desired. 2. Knowledge of Instructional Systems Development, SCORM and Advanced Distributed Learning concepts and technique .3. Knowledge of computer based training development (CBT), training materials, documents, aircrew manual, and mission planning, related to aircrew training. 4. Skill in developing course materials and instructional methods, principles, and techniques in order to develop self­ contained training courses, obtain training resources and asses overall effectiveness in order to meet identified training requirements. Skill in use of computers and automated software. 5. Comprehensive knowledge of military organizational structures, to include understanding of the chain of command, command relations, personnel administrative functions such as training records, awards, and officer and enlisted evaluations. 6. Ability to communicate, both orally and in writing, in order to chair meetings, manage syllabus development, brief chain of command, and send/develop reports. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
