This position is located in the Department of Labor (DOL), Office of Workers' Compensation Programs (OWCP), Division of Administrative Operation (DAO), Branch of Medical and Pharmaceutical Operations (BMPO).
This position is inside the bargaining unit.
Duties
Major Duties:
Serves as an Agency Project Management Officer (PMO) for multiple
continuous projects, plans and manages the activities of transition and
implementation of a medical provider network and medical bill processing to the
new system(s). Establishes short and long term objectives for the system -
ensuring that data requirements, reporting, and system process improvements
are well-designed and support Agency-wide strategic objectives and produce
positive outcomes.
Interacts with program stakeholders and management and solicits information to fully
understand the programs business needs. Applies initiative and resourcefulness in eliciting
feedback from stakeholders - recognizing new methods/avenues for achieving critical
program objectives. Communicates Program business requirements and ensures Program
business operations are aligned around cross-functional, end-to-end business processes to
enable informed decisions.
Review reports on vendors operational performance and integration of systems
progress and provides feedback on corrective actions.
Provides clarity to a full range of workers compensation medical bill processing
system enhancement activities. Tracks a schedule of activities that will allow the
successful implementation of the OWCP medical bill processing system and its
integration requirements with a pharmacy benefits management (PBM) while
ensuring successful and on schedule transition from the existing bill processing
system.
Prioritizes system enhancement requests and determines if changes are
necessary for implementation or can be deferred and mitigates any procurement
issues or negative system impacts to successful implementation.
Requirements

- Requires a probationary period if the requirement has not been met.
- Candidate required to obtain the necessary security/investigation level.
Qualifications
The selectee will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in Boston, MA, Chicago, IL, Cleveland, OH, Jacksonville, FL, Dallas, TX, Houston, TX, Kansas City, MO, Lakewood, CO, Long Beach, CA, New Orleans, LA, New York, NY, Norfolk, VA, Philadelphia, PA, San Francisco, CA, Seattle, WA, or Washington, D.C. Advertised salary reflects the pay range for the above locations. Upon selection, the salary will be set in accordance with the selectee's assigned duty location.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS 14 includes:
Planning, development, and implementation of critical and complex medical benefits operations and system updates.
Organize and prioritize projects and resource requirements.
Identifying and applying business process improvements and creative ideas to consolidate written communications.
Advising leadership through change management process on complicated business processes with program-wide and cost implications.
Experience facilitating discussions and leading teams, efficiently track action items, and provide timely and routine updates to stakeholders.
