About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Serve as an authoritative consultant and primary educator in the area of quality assurance/evaluation and methodology and functional areas.

Duties

Direct and supervise a team composed of civilian and military personnel. Plan, assign, and review work for technical soundness, timeliness, clarity, practicality, and conformance with policy. Furnish advice on technical and administrative problems. Coach, counsel, and mentor subordinates. Identify training needs and initiate appropriate actions. Evaluate performance of subordinates, approve leave, recommend awards, handle grievances and complaints, handle disciplinary matters, etc. Establish objectives and long-range work plans, schedules, and priorities. Manage functional areas of the Quality Assurance Program. Initiate and maintain liaison with HQ TRADOC, other commands, and proponent school elements for the conduct of evaluations and accreditation as required or requested by director. Plan, program, and conduct innovative internal and external evaluations of center and school functions/programs to ensure training meets the needs of the legacy and objective force as well as evaluations of quality of training. Research, analyze, develop, and prepare documents and reports regarding training development, implementation, product efficiency, and effectiveness. Conduct evaluation needs analysis, conduct or verification of instructor evaluations, verification of effective product validations, Distributive Learning Program implementation, and training development/management automation systems. Assess latest changes in military doctrine, organization, and procedures are incorporated. Stay abreast of new evaluation concepts and trends and advise on the incorporation of new strategies, techniques, and approaches. Serve as a key advisor across center/school functions and provide evaluation assistance and expertise on the development of training. Provide guidance on the integration of training across the DOTMLPF; and the efficient/effective use of training development processes, organizational structures, management practices, and resource management. Use professional knowledge of Analysis, Design, Development, Implementation, and Evaluation (ADDIE) processes and evaluation concepts to evaluate development of training strategies, training courses, materials, and products using evaluation tools. Ensure quality controls are in place to assess effectiveness of training, training development, and training development interface with doctrine and combat development throughout the center/school and across departments. Prepare and provide briefs and/or papers to explain, market, and justify evaluation strategies and results to internal and external agencies. Use findings to plan and develop new methods and procedures for making recommendations to improve training and training development processes. Establish milestones for corrective actions to be completed based on knowledge of organization's goals, objectives, and timeliness provided by higher echelons.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Two year trial/probationary period may be required.

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The nature and quality of this required course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. Related course work generally refers to courses that may be accepted as part of the program major. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. It is important to recognize that on rare occasions there may be applicants who may not meet exactly the educational requirements for a particular series, but who, in fact, may be demonstrably well qualified to perform the work in that series because of exceptional experience or a combination of education and experience. In such instances, a more comprehensive evaluation must be made of the applicant's entire background, with full consideration given to both education and experience. To be considered qualified, the applicant's work experience must reflect significant full performance-level accomplishment directly applicable to the position to be filled, and be verified by a panel of at least two persons who have professional standing in the field.
