About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE.

Duties

Conduct internal/external evaluations of training and education programs using analysis, design, development, implementation and evaluation (ADDIE) and other education and training learning theory and principles, methods, techniques and practices. Appraise all phases of ADDIE to ensure compliance with regulatory guidance, identification and approval of critical tasks, use of task analysis data as the foundation of the training, and implementation of sound management practices. Appraise all phases of ADDIE to ensure training is task-based, performance-oriented, progressive, and sequential, meets environmental and risk assessment requirements, and students are trained in accordance with standards. Observe training modules to confirm instructional materials are used in the intended fashion, and determine if faculty and staff have received appropriate training. Manage research, and use evaluation methodologies, statistical analysis, and instruments to predict effectiveness and efficiency of training implementation, student achievement, and relevance of training/products to the operational environment. Administer external evaluations to determine if training meets the requirements of the operational environment. Design, develop, and implement evaluation data collection instruments, such as surveys, questionnaires, and job aids. Identify training and training development needs, deficiencies, and resource requirements. Write final reports, which include charts or other graphics to depict statistical findings; and make recommendations for corrective actions. Brief course and unit leadership on evaluation outcomes. Manage functional areas of the Quality Assurance Program as assigned. Keep abreast of advances in training and evaluation, education, regulatory policies, and directives; identify requirements and provide guidance and assistance to the center/school staff in order to improve training programs and materials. Establish and monitor quality assurance measures to ensure effectiveness of processes associated with ADDIE throughout the center/school and across departments. Participate in Army accreditation initiative in accordance with TRADOC policy and accreditation guidelines. Coordinate proponent self-assessments; evaluate proponent courses; and conduct Reserve Component school accreditation and assistance visits.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Two year trial/probationary period may be required.
  • Must be willing to travel on short notice for extended periods of time to worldwide locations. May be required to travel in the performance of assigned duties and flying on an Army aircraft is a requirement of this position.

(2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to the above required education, your resume must describe at least one year or more of experience which prepared you to do the work in this job. Specialized experience is defined as applying Analysis, Design, Development, Implementation and Evaluation (ADDIE) and/or other education and learning theory, principles, methods, techniques, and practices to participate in evaluation of training and education program to determine effectiveness and efficiency of training. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-11).
