This position is on the Project Controls Team, in the Office of Engineering of Western Federal Lands Highway Division. The incumbent is the Technical Expert of the Project Management Information System (PMIS) responsible for developing, setting, documenting, and maintaining the policies and procedures for the management and operation of the system, assuring its proper use throughout the Division, the quality of the system data, and sharing PMIS expertise with FLH and our partner agencies.

Qualifications

For the 2101 series, specialized experience that demonstrated a knowledge of the transportation function(s) of the position to be filled is required. To meet the minimum qualifications for this position, you must meet the specialized experience for the grade at which you are requesting consideration. You will be asked related questions as part of your application, but you need to verify how you meet the specialized experience in your resume and applicable documentation, or you may be deemed ineligible.   For the GS-13: You must have at least one year of experience, equal or equivalent to the GS-12 grade level, which included: Experience monitoring highway construction projects, working with database systems, and using project management and scheduling information systems (Primavera P6 or other scheduling software); AND Experience coordinating project management services, developing, and managing schedules and budgets, and developing program procedure and training documents. You cannot qualify based on education, you must meet the specialized experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience. Teamwork - Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals. Team Building - Inspires and fosters team commitment, spirit, pride, and trust. Facilitates cooperation and motivates team members to accomplish group goals. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
