This position is on the Project Controls Team, in the Office of Engineering of Western Federal Lands Highway Division. The Project Management Information System at WFL is used to organize and integrate various transportation data/information across FHWA to manage and deliver projects. Incumbent uses their knowledge of transportation project development, scheduling principles, and organization delivery methods to provide technical advice and guidance in the use of the project controls system.

Qualifications

For the 2101 series, specialized experience that demonstrated a knowledge of the transportation function(s) of the position to be filled is required. To determine which grade(s) you may be eligible for, review the following grade specific details.  You will be asked a few questions as part of your application but make sure to verify how you meet this experience in your resume or you may be deemed ineligible.   For the GS-11: You qualify for this grade level if you meet one of the following experience and/or education requirements. On Experience, you must have at least one year of experience, equal or equivalent to the GS-09 grade level, which included: Experience with Oracle Primavera P6 applications or similar scheduling software. Experience collaborating with subject matter experts to plan and manage project schedules. Or on Education, you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree in a specific degree (See Education Requirements section for applicable fields). You can also have a combination of graduate education and experience.  This must be fully supported by your resume and transcripts, provided with your application. For the GS-12: You qualify for this grade level if you have at least one year of specialized experience, equal or equivalent to the GS-11 grade level, which included: Experience scheduling and monitoring budgets using Primavera P6 or similar scheduling programs for design phase transportation construction projects. OR Experience coordinating project management services, developing, and managing schedules and budgets, and developing program procedure and training documents. You cannot qualify on education at the GS-12 level; you must have experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Quality Assurance - Knowledge of the principles, methods, and tools of quality assurance and quality control used to ensure a product fulfills functional requirements and standards. Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience. Teamwork - Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals. Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
