This position is located in the Small Business Administration(SBA), Office of Human Resources Solutions (OHRS), HR Systems and Processing Division (HRSPD), in Washington, DC. The incumbent will be responsible for providing a variety of complex and sensitive employee benefits counseling and processing services to SBA stakeholders, management officials, Human Resources (HR) specialists, and employees.
Duties
As a Human Resources Specialist (Benefit), GS-0201-12/13, you will be responsible for:
Providing advisory services particular to Employee Benefits, counseling involving serious or sensitive issues.
Problem resolution includes explain laws, regulations, or policies.
Reviewing and recommending changes to SBA program policy, regulations and or other guidance surrounding benefits policies and regulations.
Developing and conducting federal benefits training and presenting seminars as well as other training for management and employees.
Researching and responding to inquiries from employees, survivors, and other HR professionals regarding a variety of Benefits.
Makes retirement coverage determinations involving special retirement matters.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
Specialized Experience for GS-12: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, obtained in either the private or public sector:
interpreting and applying employee benefit practices, policies, laws and regulations in order to research and resolve employee benefits issues and problems (varying in level of complexity); and
providing guidance and assistance on the full range of employee benefit programs, including retirement, insurance, health benefits, and service computation; and
developing informational materials on new, changed, and pending policies affecting employee benefits.

Specialized Experience for GS-13: One year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector:
interpreting and applying the full range of complex employee benefit practices, policies, laws and regulations; research and resolve employee benefits issues and problems; and
providing guidance and assistance on the full range of employee benefit programs, including retirement, insurance, health benefits, and service computation; and
developing and providing training to management, employees and other HR Staff on the full range of benefit topics.

TIME-IN-GRADE for GS12: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
TIME-IN-GRADE for GS13: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
