This position is part of the Cyber Intelligence Directorate, Office of Intelligence and Counterintelligence, Department of Energy. The Directorate provides cyber intelligence analysis and Information Technology services to the DOE Enterprise, U.S. Intelligence Community and U.S. Energy Sector. As a Supervisory Intelligence Research Specialist, you will lead all-source cyber intelligence efforts in support of the DOE and U.S. energy critical infrastructure national security priorities.

Duties

As a full performance GS-15 Supervisory Intelligence Research Specialist, you will: Lead, manage, and grow a technical and analytic workforce that produces all-source cyber intelligence products that characterize, assess, and contextualize on-going cyber threats to Department of Energy (DOE), National Nuclear Security Administration (NNSA), National Laboratory and U.S. Energy Sector networks, ensuring all products are compliant with tradecraft standards outlined in Intelligence Community Directive 203. Supervise activities of federal and contractor staff, both at Headquarters and at geographically dispersed sites. Demonstrate expertise on sensitive cyber intelligence-related issues in written and oral communications to senior U.S. government executives and policymakers, including the Secretary of Energy and Deputy Secretary of Energy, National Security Council staff, U.S. Congressional members and staff, and executives from other U.S. Government departments and agencies. Develop close collaboration with key government partners and stakeholders, including, but not exclusive to the DOE Office of the Chief Information Officer (OCIO), DOE Office of Cybersecurity, Energy Security, and Emergency Response (CESER), Office of Electricity (OE), the US Intelligence Community, and U.S. Energy Sector partners. Develop and oversee the execution of budget actions required to build, sustain, and advance the analytical and operational capabilities of the Division. Manage and prioritize analytic and technical resources needed to execute core missions, while also providing effective subject matter expertise to support intelligence activities across the Department, National laboratories, and with US Energy Sector partners.

Requirements

  • If selected, your appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • If selected, you may be required to complete a one year trial period.
  • First time supervisors will be required to serve a 1-year probationary period.
  • New supervisors are required to complete 80 hours of supervisory training of which 40 hours must be completed during your first year as a supervisor.
  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually.
  • This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
  • In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
  • The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • Limited telework may be available based upon mission requirements of the position.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
  • This position is not included in a Bargaining Unit.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following Identifying cyber threats that could impact U.S. government networks or systems in order to achieve intelligence and cyber network defense goals. Collaborating with government officials or agencies to enhance technical knowledge of cyber threats, share information, or coordinate responses to cyber threats. Allocating funds to develop, maintain, or improve operational strategies in order to meet mission objectives. Conveying technical and cyber-related matters to senior executives, policymakers, or other government departments in the United States through verbal or written means. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
