The primary purpose of this position is to plan, develop and administer the Foreign Disclosure Officer (FDO) and Operations Security (OPSEC) Programs within the Wing Information Protection Office.

Duties

Serves as FDO for the 366 FW, develops and maintains a continuing and highly complex disclosure program requiring extensive coordination within the organization, ACC, Secretary of the Air Force International Affairs, Geographic Combatant Commands and international partners. Applying Air Force Operations Security (OPSEC) Signature Management experience, serve as the Alternate Wing representative regarding OPSEC Signature Management and Wing Deception Officer (WDO) requirements for the Commander/ Director and as the point of contact for all OPSEC-related issues between MAJCOM/DRU OPSEC Program Managers and the organization's subordinate units. Assists or supports the Industrial Security Program. Provides security guidance, education, training, and both awareness and direction to a civilian, military, foreign partners seeking assistance, and contractor work force at wing organizations, as it pertains to all collateral security functions.

  • Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).
  • Incumbent has recurring access to classified information.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This position is designated by the AF as a Testing Designated Position. Employee must pass initial and periodic drug testing. Illegal drug use by employees in sensitive positions presents a threat to national security, and public safety.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: (1) Knowledge of the information security discipline, industrial security program, public laws, executive orders DOD directives and instructions on foreign disclosure and related disciplines is necessary. (2) Knowledge of US political relations with individual foreign countries and extensive experience in researching background information from technical, intelligence and open sources; and (3) Knowledge to interpret, assess and implement national-level foreign disclosure regulations, policies, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of security specialties, concepts, principles, criteria, requirements, technologies, and practices to plan, manage, and implement all required security programs for the purpose of policy development and implementation. 2. Knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training and assist in operating security programs. 3. Knowledge and skills in developing, analyzing, managing, processing, and evaluating security programs, analytical theories, processes, programs and practices to include research, evaluation, fact-finding and investigative techniques in order to gather data, identify significant factors, 4. Skill to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 5. Ability to communicate orally and in writing, clearly, concisely and accurately to inform and persuade. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
