This position is located in the Office of the Chief Immigration Judge, Executive Office for Immigration Review, U. S. Department of Justice. Incumbent is responsible for the overall planning, direction, and timely execution of administrative function that support OCIJ operations. This is a Competitive Service position; additional positions may be filled from this announcement within 90 days of certificate issuance.

Duties

Duties include but are not limited to the following: Plans, implements, manages, and evaluates all aspects of administrative operations of the OCIJ; Applies a broad range of quality improvement methods, quantitative and qualitative measurement and analysis, program and project management, and customer satisfaction assessment and measurements to evaluate needs and propose changes to administrative operations; Ensures effective management and utilization of OCIJ human capital and technical resources; Consults with key managers and stakeholders to ensure that all implications are identified, weighed, and considered in the study and discussion of effective and efficient resource use and distribution; Plans and develops new processes or metrics and coordinates support activities that cross organizational lines; and Provides advice and counseling to employees on work and administrative matters.

Qualifications

In order to qualify for the Director of Administrative Operations position, you must meet the following time in grade requirements and minimum qualifications: TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible. Please see Required Documents for additional information). FOR THE GS-15 LEVEL: Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-14 grade level in the Federal service, performing the following duties: Providing leadership and direction for a broad, coordinated program that focuses on critical mission related activities and issues. Formulating and implementing objectives, priorities and plans consistent with the long-term and strategic plans. Planning, implementing, managing, and evaluating all aspects of administrative operations. Directing the work of a staff consisting of supervisory, para-professional, administrative, technical and support personnel.
