This position is located in the Office of the Chief Immigration Judge, Executive Office for Immigration Review, U. S. Department of Justice. Incumbent serves as The Director of Court Plans and Operations and is responsible for Court accessibility, timeliness, and efficiency and judicial performance and results. This is a Competitive Service position; additional positions may be filled from this announcement within 90 days of certificate issuance.

Duties

Duties include but are not limited to the following: Ensuring the timeliness, and efficiency and judicial performance and results including related operations, case management, and related liaison and analytical and advisory functions essential to the effective and efficient operation of OCIJ Immigration Courts; Planning, implementing, managing, and evaluating all aspects of court operations and case management functions of the Immigration Courts, Immigration Adjudication Centers, and related units of OCIJ Headquarters; Applying a broad range of quality improvement methods, quantitative and qualitative measurement and analysis; program and project management; and customer satisfaction assessment and measurements to evaluate needs and propose changes to court operational structure and delegations of authority; Offering expert guidance to management in developing and maintaining systems and structures that improve methods and procedures for efficient adjudication and legal support operations and matters relating to the management, administration, and operation of the Immigration Courts; and Leading staff in the development and implementation of sound personnel principles and management leadership practices.

Qualifications

In order to qualify for the Director of Court Plans and Operations position, you must meet the following time in grade requirements and minimum qualifications: TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible. Please see Required Documents for additional information). FOR THE GS-15 LEVEL: Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-14 grade level in the Federal service, performing the following duties: Providing leadership and direction for a broad, coordinated program that focuses on critical mission related activities and issues; Making major recommendations regarding significant internal and external program and policy issues affecting the overall organization; Analyzing organizational structure, administrative support systems, position management posture, reporting relationships, and functional assignments of the courts; and Directing the work of a staff consisting of supervisory, para-professional, administrative, technical and support personnel.
