The Administrative Officer (AO) reports directly to the Director, Environmental Management Service (EMS). The AO is responsible for providing a variety of administrative management assignment's essential to the Environmental Management Service organizational operations.
Duties
The AO coordinates the administrative tasks for the EMS Service Line.
Demonstrate self-initiative along with independent thinking and must be assertive and proactive while working with the leadership in the day to day operations
Provides leadership and creative solutions that promote EMS program planning and problem solving and directs the analysis/evaluation efforts that will ultimately translate into an efficient and effective program operation.
Oversees the Human Resource program such as preparing the request for recruitment, promotion, or pay
Serves as a PIV card sponsor for the ID badging processing
Develop and/or update position descriptions
Authorized user of the government purchase card
Other duties may be assigned
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday, 7:30am-4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 07/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-07; examples of specialized experience would typically include, but are not limited to: Comprehends the critical balance between the administrative and clinical functions in the health care delivery system; Coordinates, control programs, and resources to achieve department objectives; Applies specialized principles and practices of health care management; Performs administrative functions in health care delivery system; Outlines clinical operations overall policy and priorities for an efficient and effective administrative service; Utilizes standards and guidelines to resolve major issues, program goals, work processes, and administrative operations of the organization. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week.
OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related to the position. (TRANSCRIPTS REQUIRED)
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate level education beyond the first year in a degree directly related to the position in order to be creditable.(TRANSCRIPTS REQUIRED)
GS-11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09; examples of specialized experience would typically include, but are not limited to: administrative functions, human resources, management analysis, procurement, reports management, data processing, operational and budgetary concepts, principles and practices related to the management of a department; develop new or modified policies, work methods, organizational structures, business processes, and/or program administration procedures; recruit, train, new employee orientation, disciplinary actions; formulates, justifies, executes and provides financial management/reporting. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or have successfully completed a LL.M, if related. (TRANSCRIPTS REQUIRED)
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate level education in excess of the first two years of progressively higher level education leading to such a degree. (TRANSCRIPTS REQUIRED)
Preferred Experience: Assembles and organizes administrative tasks and promotes effective operations for the office of the EMS Leadership team and service line. The AO provides leadership and creative solutions that promote EMS program planning and problem solving and directs analysis/evaluation efforts that will ultimately translate into an efficient and effective EMS program. The incumbent oversees the human resources program for the service line including development and submission of all human resources actions. The incumbent ensures all actions are completed in accordance with human resources and VAPHCS policies and regulations. The incumbent is responsible for evaluating, reviewing, and finalizing accurate administrative reports that include housekeeping, the linen program, waste management sections, grounds and transportation and integrated pest control services for Seattle and American Lake campuses.

Physical Requirements: The work is primarily sedentary and performed in a typical office setting. Some slight physical effort may be required.
