This position is with the Small Business Administration, GCBD - Area 2 - DC at one of the listed locations. Serve as the Procurement Center Representative (PCR) reviewing and coordinating procurement operations and actions of the federal procurement centers/installations to which assigned in an effort to aid, counsel, assist and protect the interest of small business.
Duties
Duty Locations: The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under OPM Salary & Wages.
The Procurement Analyst duties include:
Requirements
- You must be a U.S. Citizen
- You must successfully complete a background investigation.
- You may be required to serve a one-year probationary period.
- This is a (drug) testing designated position (TDP)
- The incumbent will be required to obtain and maintain a security clearance at the Secret level.
Qualifications
GS-13
Basic Qualifications:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-12 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
AND
B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Transcripts must be included in your application.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver as noted under Paragraph D in the GS-1102 Contract Series qualification standard at www.opm.gov.
AND
Specialized Experience: One (1) year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector which demonstrates:
(1) The ability to work independently applying and interpreting knowledge of federal procurement small business laws, regulations, policies and procedures to support businesses for compliance with regulations pertaining to federal contracts or subcontracts; AND
(2) Reach conclusions that small businesses are eligible to compete for federal related contracts (i.e. contract development, supplier training, supplier development).

Selective Placement Factor: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.
(1) Possess a FAC-C (Pro)/ DAWIA Professional certification OR industry equivalent such as the NCMA Certified Professional Contract Manager or a combination of experience and education that evidence comparable skills to FAC-C (Pro). You MUST submit a copy of your current and valid qualifying certification with this application or you will be rated ineligible for consideration.
OR
(2) I do not currently have the FAC-C (Pro) but I understand I will be required to obtain certification within 24 months of entrance upon duty. I also understand I will be required to sign a training agreement and a statement of understanding.
