The primary purpose of this position is to serve as a Station Chief responsible for oversight and direction of the day-to-day operations of a fire station with two or more firefighting crews (including a Crew Chief and assigned crew) who drive and operate firefighting vehicles of significant complexity, fight airfield and structural fires,

Duties

Primary Purpose continued: perform crash and rescue operations, and assist in reducing and/or eliminating potential fire hazards. DUTIES: As the Station Chief, provides immediate oversight and direction of day-to-day operations at a fire station for an assigned shift. Directs the operation of firefighting vehicles such as pumpers, aerial ladder trucks, and crash-rescue trucks. Supervises the performance of crash-rescue and firefighting duties at airfields handling complex aircraft (e.g. fighters, bombers, cargo, passenger). This position will support the Federal Government's response efforts to COVID-19. Supervises the performance of structural firefighting duties for a variety of facilities which may include research and/or large industrial complexes; hazardous materials (HAZMAT) containment and control duties; and/or Basic Life Support duties. Supervises the rescue of personnel and immediate first aid measures to alleviate further injury and prepare the victim(s) for transport to a medical facility. Supervises the maintenance of firefighting equipment and fire station facilities. Complies with health, safety, security, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

  • Employee must participate in a mandatory physical fitness program.
  • Employee is required to use all safety equipment and clothing provided by management.
  • The employee is required to work a 72 hour week on a 24 hour on, 24 hour off basis which includes weekends and holidays. May be subject to recall.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required.
  • Position requires the ability to discern colors, contrast, and depth.
  • Incumbent may be required to work the Fire Alarm and Communications Center (FACC). Will be subject to work rotation coverage at multiple fire stations.
  • Incumbent will be required to obtain operator license for all assigned vehicles. Must obtain DoD Certification for Apparatus Driver/Operator (D/O) – Pumper, D/O – Aircraft Rescue and Firefighting (ARFF), and
  • D/O – Mobile Water Supply for certifying subordinates within one year of initial hire.
  • Incumbent is responsible for oversight of department Medical Qualification’s program and must obtain and maintain CPR and Emergency Medical Responder (or higher).
  • Primary fire station of assignment is auxiliary airfield with reasonability of operations and employees at that location for assigned shift. This will include working at other fire stations to support mission needs.
  • The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or
  • office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")

Qualifications

Conditions of Employment Continued: This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Must be able to obtain and maintain a Secret security clearance. A pre-employment physical is required for this position. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available. QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Fire Protection and Prevention Series 0081 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents; and/or (6) developing, implementing, or providing training in fire protection and prevention. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. Applicants must list their current firefighter related licenses and certificates on their resumes. Position covered as secondary under the CSRS special retirement provisions for Federal firefighters [5 U.S.C. 8331(21), 5 U.S.C. 8336(c), and 5 CFR 831.902]. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge to drive and operate firefighting vehicles of significant complexity; of the principles of hydraulics as they pertain to water flow, water pressure, water levels, line (friction) losses, etc.; and of basic and specialized firefighting equipment (fire alarm system operation, fire extinguishing equipment operation, etc.), techniques, and procedures. Knowledge of emergency first aid techniques; safety requirements as outlined in applicable safety standards, regulations, and/or technical orders; and HAZMAT emergency response procedures, equipment, and identification. Knowledge of basic building design, construction, and occupancy; and of the latest changes in aircraft cockpit design, ordnance placement, and cabin layouts to include the operation of hatch or canopy release mechanisms, ejection seat mechanisms, and/or oxygen supply systems. Skill in detecting and recognizing fire hazards (potential and immediate); and skill to operate communications equipment. Ability to maintain good working relations; communicate orally and in writing; and lift and carry heavy loads. Ability to provide supervision and leadership and integrate the actions of a crew(s) under emergency conditions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
