The primary purpose of this position is to serve as the Fire Chief, responsible for the overall management and supervision of the fire protection/crash rescue and fire prevention program for the base.

Duties

1. This position will support the Federal Government's response efforts to COVID-19. 2. Plans, organizes, and oversees the activities of the Fire Protection Flight. Exercises supervisory personnel management responsibilities. 3. Represents the Fire Protection Flight with a variety of installation and functional area organizations.Establishes, develops, and maintains effective working relationships with personnel, manpower, other staff officials, and municipal and other federal fire departments. 4. Assumes full charge at crashes, fire, or emergency situations, directing activities and personnel, transmitting instructions to Assistant Chiefs on the scene or other personnel as to the procedures to be followed. 5. Determines need, budgets for, and recommends acquisition of additional and/or different fire protection, firefighting, and specialized rescue equipment, contract services, formal training, etc.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • Incumbent may work a minimum 56 or 60-hour week with supervisor’s approval
  • Required to participate in a physical fitness program and pass an annual physical
  • Incumbent is on call 24 hours a day, seven days a week unless TDY or on leave
  • Position requires pre-employment physical examination
  • This is a Testing Designated Position. The employee is subject to random drug testing (IAW HQ-USAF letter dated 29 Jan 90)
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF)
  • which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs
  • This position may be designated as a key position IAW AFI 36-507. Duties of this position may be locally determined to be essential to the accomplishment of wartime/contingency operations
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. (See Notes to Users)

Qualifications

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series. SPECIALIZED EXPERIENCE: Current and Prior Federal Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. External Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of fire protection/prevention theories, principles, methods, techniques, and practices to establish policies and procedures and administer a comprehensive fire protection and prevention program. Knowledge of safety and security regulations, practices, and procedures. Note: Your resume must show supporting detail in describing your experience, please be clear and specific. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. Current and Prior Federal Applicants: One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-13 level. External Applicants: One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Special Retirement Provisions Authority: FERS Position covered as secondary under the FERS special retirement provisions for Federal firefighters [5 U.S.C. 8401(14), 5 U.S.C. 8412(d), and 5 CFR 842.802]. OR Position covered as secondary under the CSRS special retirement provisions for Federal firefighters [5 U.S.C. 8331(21), 5 U.S.C. 8336(c), and 5 CFR 831.902]. Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. Applicants must list their current firefighter related licenses and certificates on their resumes. Certification requirements for this position are: Fire Officer IV (includes Fire Officer I, II, III), Fire Instructor II (includes Fire Instructor I), Fire Inspector II (includes Fire Inspector I), HAZMAT Incident Commander (includes Hazmat Awareness, Hazmat Operations), and Airport Firefighter (includes Firefighter I, II) IMPORTANT: Please upload copies of your FF certs. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of fire protection/prevention theories, principles, methods, techniques, and practices to establish policies and procedures and administer a comprehensive fire protection program. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to operate and direct others in operating in stressful and dangerous conditions. 4. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 5. Ability to formulate and effectively implement fire fighting/emergency response plans and to direct personnel in such operations. 6. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
