This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Civil Rights Directorate (CG-OOH), Office of Civil Rights Operations (CG-OOH-2), Civil Rights Field Operations Division (CG-00H-21), Opa Locka (Miami, FL); Elizabeth City, NC; Norfolk, VA. 

Duties

You will serve as a functional subject matter and program expert on the Coast Guard 's Equal Employment Opportunity (EEO) discrimination complaints and alternative dispute resolution (ADR) processes.  Provides mandated and related on-site training to the workforce.

  • This position requires a National Agency Check with Inquiries (NACI).
  • Males born after 12/31/1959 must be registered for Selective Service.
  • Time-in-grade requirement must be met by closing date.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for the GS-09 level: Applicants must have at least one (1) year of specialized experience equivalent to the GS-7 level in the Federal service.Specialized experience may include: Electronically and manually researching information. Applying practical EEO knowledge to analyze complaints to determine if allegations are within the purview of EEOC's regulations (29 CFR 1614). OR master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related To qualify for the GS-11 level: Applicants must have at least one (1) year of specialized experience equivalent to the GS-9 level in the Federal service. Specialized experience may include: Electronically and manually researching information. Applying practical EEO knowledge to analyze complaints to determine if allegations are within the purview of EEOC's regulations. Utilizing conventional fact-finding, analytical and problem-solving methods to conduct special studies of management practices, organizational structure and employment patterns. Providing advice and assistance to manager's supervisors, employees and applicants for employment on civil rights program policies, regulatory requirements and procedures. Drafting and preparing complaint related documents. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related To qualify for the GS-12 level: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience may include: Developing, planning, coordinating, reviewing, monitoring, evaluating, and/or updating assigned program activities which include the Affirmative Employment Plan (AEP), EEOC's MD 715, and the processing of informal and formal complaints of discrimination. Electronically and manually researching information. Applying practical EEO knowledge to analyze complaints to determine if allegations are within the purview of EEOC's regulations. Utilizing conventional fact-finding, analytical and problem-solving methods to conduct special studies of management practices, organizational structure and employment patterns. Providing advice and assistance to manager's supervisors, employees and applicants for employment on civil rights program policies, regulatory requirements and procedures. Drafting and preparing complaint related documents. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
