This vacancy is for a Supervisory Travel Management Specialist (MP) in the Office of the Secretary within the Department of Commerce.
Duties
As a Supervisory Travel Management Specialist (MP), you will perform the following duties:
Develops, recommends, and implements Departmental travel policies in accordance with the Federal Travel Regulation, Employee Relocation Service Program, Smart Pay Travel Card Program, and eGov Travel Program.
Provides training on all aspects of travel, develops training materials, and delivers presentations.
Performs studies and revises existing policies and procedures to ensure the effective implementation and execution of the multifaceted programs of an organization.
Develops and monitors customer service standards and provides timely, reliable, and accurate service and support for both internal and external customers.
Leads and manages an office with Bureau/Division level responsibilities.
Manages and executes program annual budget, procurement, and personnel and/or provide oversight to other administrative functions.
This Job Opportunity Announcement may be used to fill other Supervisory Travel Management Specialist (MP) ZA-0301-5 Full Performance Level (FPL) ZA-5 or GS-15 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.
Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non supervisory positions cap out at interval 3 of the band.
The ZA-5 is equivalent to the GS-15 grade levels.
To qualify at the ZA-5 or GS-15 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 or GS-14 in the Federal service. Specialized experience is defined as:
-Analyzing and interpreting travel regulations and policies;
-Overseeing administrative programs to include travel, budget and/or procurement to ensure program goals are met; AND
-Providing advisory and consultative services to customers on a range of travel-related matters.
