This position is located in the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Human Capital Services (HCS), Workforce Planning & Strategic Analysis (WPSA). The Workforce Planning & Strategic Analysis Division is responsible for providing alignment of administrative staff, Human Resource Information Systems, and Resource Management Services enterprise wide for VBA.

Duties
Specific duties include:
Responsible for performing a range of analytical studies and projects in response to Veterans Benefits Administration (VBA) workforce planning requirements.
Identifies and applies methods and performs staff modeling, use of, and review of parameters to support organization's workload and activities. Conducts trend analyses, gap analyses and other analytical methods to project future workforce requirements and provide a basis for work force planning decisions.
Performs Administration level organizational assessments, workforce utilization, work processes, and other studies and projects to assess organizational effectiveness of VBA offices, to identify appropriate workforce mix, including positions, grade levels and competencies to accomplish the current and projected VBA mission.
Collaborates with the HCS Workforce Environment Branch and supports the development of surveys, questionnaires, or other collection instruments and facilitates interviews with employees and management.
Supports management in the development of the VBA's Succession Plan & Human Capital Operating Plan that will align strategic objectives, support organizational goals, and bridge the gap between the present and future workforce requirements.
Adapts surveys, questionnaires, or other collection instruments and facilitates interviews with employees and management.
Supports workforce planning programs impacting VBA. Plans, organizes, and carries through to completion complex VBA-wide analytical studies involving issues related to all aspects of Workforce Planning.
Communicates with organizational stakeholders in planning, designing, forecasting, and implementing the organization's workforce operational requirements and strategic initiatives.
Coordinates activities with stakeholders to ensure succession plan goals, deliverables, and timelines are met.
Knowledge of management principles, practices and concepts, and skill in adapting analytical techniques and methodology. Supports the execution of complex, high visibility, high priority, and multi-faceted projects; communicate effectively orally and in writing; prepare clear, detailed, thorough, concise reports and briefing materials for presentation to senior managers using varied software applications and systems; reviews, edits, and submits scheduled and ad-hoc reports.
Assists in developing schedules for planning, coordination, and accomplishment of work to facilitate the planning process. Supports the execution of complex, high visibility, high priority, and multi-faceted projects; communicate effectively orally and in writing; prepare clear, detailed, thorough, concise reports and briefing materials for presentation to senior managers using varied software applications and systems; reviews, edits, and submits scheduled and ad-hoc reports.
Reviews VBA, VA, and Federal policies, initiatives and guidance related to workforce planning; identifies to management issues with implications for VBA.
Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11, GS-12, GS-13.
Work Schedule: Full time, Monday through Friday, 8:00 a.m. - 4:30 p.m.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. For a GS-11 position you must have served 52 weeks at the GS-09 level.
For a GS-12 position you must have served 52 weeks at the GS-11 level.
For a GS-13 position you must have served 52 weeks at the GS-12 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-11 Grade Level:
Specialized Experience: Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade of GS-09 in the normal line of progression for the occupation in the organization.
Specialized Experience is defined as: applying appropriate learning theories, principles and methods that are in alignment with strategic plans, succession plans and human capital operating plans; strategic talent acquisition and management (staffing); policy interpretation, application, and implementation; collaboration with leadership to execute and align human capital goals and priorities; Conducts ongoing supply and demand analysis for business partners on current and future state staffing and competencies/skills needs and designs talent acquisition strategies to meet those needs.
OR
Education Substitution: Applicants may substitute education for the experience required for the GS-11 level. Applicants must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. if related.
OR
GS-11 ONLY: Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Specialized Experience GS-13: You must have one year of specialized experience equivalent to at least the next lower grade of GS-12 in the normal line of progression for the occupation in the organization.
Specialized Experience is defined as: mastery experience in applying appropriate learning theories, principles and methods that are in alignment with strategic plans, succession plans and human capital operating plans; strategic talent acquisition and management (staffing); policy interpretation, application, and implementation; collaboration with leadership to execute and align human capital goals and priorities; conducts ongoing supply and demand analysis for business partners on current and future state staffing and competencies/skills needs and designs talent acquisition strategies to meet those needs; extensive experience in workforce and succession planning principles, concepts, practices, and strategies to manage agency-wide work force planning efforts and position management; planning and conducting detailed analyses of workforce trends, projections and organizational changes; leveraging a wide range of qualitative and/or quantitative methods applied to work force planning to perform modeling and data analysis using work force planning software, (i.e., Power BI) for data driven decision-making and utilizing statistical analysis techniques to identify trends, problem areas, and inefficiencies, and conducting comprehensive data reviews to identify actionable insights and operational challenges and ensure adherence to relevant laws and regulations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
