The Dallas Consolidated Mail Outpatient Pharmacy (CMOP) is a highly automated mail order prescription fulfillment pharmacy located in a single warehouse building in an industrial park. The Dallas CMOP runs two shifts between 6am and 12:30am Monday through Friday and ships approximately 70,000 - 80,000 prescriptions per day.

Duties

Duties include, but may not be limited to the following: Procurement: Provides assistance to employees on methods and procedures to be followed in carrying out their duties. Reviews a sampling of completed assignments to assure the supervisor's instructions are carried out. Guides employees in correcting work which, does not meet current directives established by various guidelines. Provides on-the-job training for new employees and advises and instructs supervisors and employees of changes in procurement policies, procedures, regulations and directives. Ensure the daily procurement of $2 Million in pharmaceutical products to support the pharmacy dispensing operations. Inventory Control: Establishes procedures for and analyzes results of physical inventories and inventory reconciliations. Establishes reporting techniques to identify problems in inventory control and takes necessary corrective actions to ensure that inventories are effectively managed. Resolves problem areas by the use of data and interpretations of factors such as value of items, volume purchase advantages, market conditions, storage facilities, holding characteristics, administrative costs, seasonal variations, transportations costs, susceptibility of change and fluctuations, and supply sources. Property Management: Coordinates and blends the various technical elements of the property management program into one homogenous unit to obtain full utilization of all property required for the operation and support of the organization. Through statistical analysis, develops, formulates, and recommends policies relative to personal property management pertaining to equipment retirement or replacement. Continually revises the plan, to ensure personal property replacement in an orderly manner consistent with the primary mission. Storage Operations and Distributions: Directs and manages operating storage and related activities, to include, the actual physical receipt, inspection, custody, maintenance while in storage, stock selection, issues, distribution, control of items within the distribution system, and shipping. Studies, analyzes, and plans methods and. procedures of receiving, storing, inspection, logistics control, stock selection, stock levels, bio. replenishment, distribution, and issuing. Prepares evaluation of findings and develops recommendations for changes and improvement in operating methods and procedures. Supervisory Duties: Establishes goals, objectives and operating guidelines for branch operations. Resolves technical and administrative problems not covered by guidelines or precedents. Makes decisions on technical and administrative problems. Sets priorities and prepares schedules for completion of work; establishes standards of performance, evaluates staffing requirements and submits justification and recommendations for changes, instructs and explains tasks and job techniques; checks on progress of work output and services; corrects deficiencies as appropriate; and ensures timely completion of assigned projects. Performs all personnel management responsibilities in accordance with merit factors. Develops performance standards. Reviews serious disciplinary charges and recommends the appropriate course of action to higher-level supervisor. Ensures maintenance of an effective employee development program. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Manages staff to order, receive, deliver, and stock all pharmaceuticals and operational supplies in compliance with all applicable Laws, Regulations, and Polices. Serves as the Accountable Officer for the organization, and is responsible for the control of all facility equipment and supplies. Establishes/maintains/administers procedures for and analyzes results of physical inventories and inventory reconciliations and establishes/utilizes reporting techniques to identify problems in inventory control and takes necessary corrective actions to ensure inventories are effectively managed. Monitors and provides supervision, guidance and correction for procurement, inventory management and warehouse functions within an organization. Trains various personnel on Logistics programs. Provides operational responsibility for storage and disposition of outdated/damaged and recalled products. Physical Requirements: The work is sedentary. Typically the employee sits at a desk or table with some walking and standing. Items carried typically are light objects and lifting of moderately heavy objects is not normally required. The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, and private or commercial vehicles. The work area is adequately lighted, heated, and ventilated.
