The incumbent is responsible for the Logistics programs, contracting, purchasing and inventory management at the Consolidated Mail Outpatient Pharmacy (CMOP). This individual is responsible for the overall Logistics programs within the VA CMOP. The incumbent is to develop Logistical standardized policies and procedures for their CMOP location, adapt the program to meet the needs of the CMOP organization while adhering to the rules and regulations and represent the CMOP at various meetings.
Duties
Procurement: Coordinates and monitors the workload in small purchasing. Provides advice and assistance to employees on methods and procedures to be followed in carrying out their duties. Reviews a sampling of completed assignment to assure the supervisor's instructions are carried out. Guides employees in correcting work which, does not meet current directives established by various guidelines.
Directs the accomplishment of all types of supply, service, and equipment purchases bought against established Federal and VA contracts or through small purchasing procedures.
Inventory Control: As Accountable Officer for the organization, the incumbent is responsible for the control of all CMOP's equipment and supplies. Established procedures for and analyzes results of physical inventories and inventory reconciliations. Establishes reporting techniques to identify problems in inventory control and takes necessary corrective actions to ensure that inventories are effectively managed.
Property Management: Serves as advisor and consultant to the VA CMOP personnel in the exercise of sound material management concepts, practices and control of all personal property. Coordinates and blends the various technical elements of the property management program into one homogenous unit to obtain full utilization of all property required for the operation and support of the organization
Work Schedule: 6:00 A.M -4:30 P.M Monday - Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: The Dallas CMOP is highly automated mail order prescription fulfillment pharmacy located in a single warehouse building in an industrial park. The Dallas CMOP runs two shifts between 6am and 12:30am Monday through Friday and ships approximately 70,000 - 80,000 prescriptions per day.
This position is responsible leading a team of 11 FTE that includes Inventory Management Specialists, Supply Technicians, and Material Handlers. The primary duty is to ensure the daily procurement of $2 Million in pharmaceutical products to support the pharmacy dispensing operations. The incumbent must manage their staff to order, receive, deliver, and stock all pharmaceuticals and operational supplies in compliance with all applicable Laws, Regulations, and Polices. This position is the Accountable Officer for the organization, and responsible for the control of all facility equipment and supplies. The position also establishes/maintains/administers procedures for and analyzes results of physical inventories and inventory reconciliations and establishes/utilizes reporting techniques to identify problems in inventory control and takes necessary corrective actions to ensure inventories are effectively managed. In addition, the position has operational responsibility for storage and disposition of outdated/damaged and recalled products.

Physical Requirements: The work is sedentary. Typically the employee sits at a desk or table with some walking and standing. Items carried typically are light objects and lifting of moderately heavy objects is not normally required
