About the Position: As a Chief Engineer, Dredge for the US Army Corps of Engineers' Operations Division, located in Wilmington, NC this position supervises, on diesel self-propelled, seagoing special purpose dredge, 900 HP, with dredge pumps and drags, and dredging control devices. You will be overseeing making repairs applying troubleshooting techniques and installing new equipment.

Duties

Provide overall direction to the personnel in the engine room department working on the vessel on various shifts and crews. Compile and submit recommendations for mechanical overhauls and repairs required to keep the dredge and debris boat in first-class operating condition. Apply skill and knowledge in the use of a variety of testing instruments including refrigeration gages, ammeters, ohmmeters, and temperature testers in diagnosing problems and malfunctions. Respond to crew members in reference to medical assistance when medical needs arise at sea in order to maintain safety of crew members and the ongoing operations of a vessel. Apply a knowledge of the characteristics of a variety of metals and alloys such as stainless, Monel, brass, bronze, Babbitt, silver, aluminum, mild and hardened steels. Maintain and repair fire pumps, water filters, galley equipment, deck winches and capstans, keeping them in good working order. Maintain dredge and multipurpose vessel machinery, propulsion systems, engines, generators, hydraulic motors and pumps, auxiliaries, and facilities. Repair dredge and multipurpose vessel machinery, propulsion systems, engines, generators, hydraulic motors and pumps, auxiliaries, and facilities. Operate dredge and multipurpose vessel machinery, propulsion systems, engines, generators, hydraulic motors and pumps, auxiliaries, and facilities. Performs repair work from minor jobs to complete overhauls. Interpret and apply working drawings, sketches, diagrams, blueprints, and other information reflected in technical manuals. Apply a knowledge of the characteristics of a variety of metals and alloys such as stainless, Monel, brass, bronze, Babbitt, silver, aluminum, mild and hardened steels. Apply skill and knowledge in the use of a variety of testing instruments including refrigeration gages, ammeters, ohmmeters, and temperature testers in diagnosing problems and malfunctions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation (NACI-TIER 1).
  • Must obtain and maintain a valid civilian driver's license.
  • Must undergo a drug test before entry and randomly thereafter.
  • Position requires a pre-employment and annual physical examination and/or evaluation under the District Medical Surveillance Program.
  • Rotating Shifts: Tour of duty may be 7 days on, 7 days off, 12 hours per day; 8 days on, 6 days off, 10 hours per day or 4 days on, 3 days off, 10 hours per day, or 14 days on, 14 days off, 12 hours per day.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Chief Engineer Diesel Ability to supervise through subordinate supervisors without more than normal supervision. A - I have independently performed supervisor duties that involve planning and scheduling work assignments, explain work requirements and operating instructions to subordinates, production goals and track expenditures, controls cost, schedules leave of subordinate supervisors, reviews personnel actions and appraisals, also maintained balanced workloads by shifting assignment, personnel, equipment, allocating resources, Managed seagoing split-hull dredge equipped with up to conventional 500 cubic yard up to 1600 HP; OR a diesel self-propelled side casting dredge, 900 HP, with twin dredge pumps and drags, and dredging control devices; OR a self-propelled, 3000 HP diesel, 786-gross ton multi-purpose vessel, over 100 feet in length, having 135-ton hydraulic crane. I am in complete charge of the engine department with responsibility for the efficient operation, maintenance, inspection and repair of all shipboard machinery, propulsion systems, engines, generators, hydraulic motors and pumps, auxiliaries and facilities of the vessel, including plumbing, heating, ventilating, communicating systems, dredging and propelling machinery, fire pumps, water filters, galley equipment, deck winches and capstans, etc., maintaining them in good order and directing necessary repairs. I train and direct subordinates in making repairs, applying troubleshooting techniques and installing new equipment. B. With minimal supervision, I have planned and scheduled work assignments, explain work requirements and operating instructions to subordinates, maintain balanced workloads by shifting assignment, personnel, equipment, allocating resources, determine resource requirements, reviews personnel actions and appraisals. I have the ability to perform the full rand of maintenance operations on a diesel, self-propelled, seagoing split-hull dredge equipped with up to conventional 500 cubic yard up to 1600 HP; OR a diesel self-propelled side casting dredge, 900 HP, with twin dredge pumps and drags, and dredging control devices; OR a self-propelled, 3000 HP diesel, 786-gross ton multi-purpose vessel, over 100 feet in length, having 135-ton hydraulic crane. I am skilled in working in the engine department with responsibility for the efficient operation, maintenance, inspection and repair of all shipboard machinery, propulsion systems, engines, generators, hydraulic motors and pumps, auxiliaries and facilities of the vessel, including plumbing, heating, ventilating, communicating systems, dredging and propelling machinery, fire pumps, water filters, galley equipment, deck winches and capstans, etc., maintaining them in good order and directing necessary repairs.. C. I have the ability to perform common maintenance operations on a self-propelled 3000 HP diesel vessel over 100 feet in length. I can perform maintenance operations on a dredge equipped with up to conventional 500 cubic yard up to 1600 HP; OR a diesel self-propelled side casting dredge, 900 HP, with twin dredge pumps and drags, and dredging control devices. I am skilled in working in the engine department with responsibility for the efficient operation, maintenance, inspection and repair of all shipboard machinery, propulsion systems, engines, generators, hydraulic motors and pumps, auxiliaries and facilities of the vessel. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. D. I have the ability to perform simple maintenance operations on a self-propelled 3000 HP diesel vessel over 100 feet in length or I have received training on maintenance of seagoing vessels over 100 feet in length. Failure to meet this Screen Out Element above will result in an ineligible rating. SELECTIVE PLACEMENT FACTORS: - This position requires a current US Coast Guard License for Master, near coastal, 1600 gross tons. (Must submit a copy with your application packet to qualify) - This position requires a current Seafarer/able Bodied and Transportation Worker Identification Credentials (TWIC). (Must submit a copy with your application packet to qualify) - This position requires a current certification of Standards of Training, Certification and working. (Must submit a copy with your application packet to qualify) Also, you must meet the Selective Placement Factors above or it will result in an ineligible rating. Ability to Supervise through Subordinate Supervisors WORKING CONDITIONS: Considerable muscular effort is required in making general and technicalrepairs, and in walking over plant decks and up and down stairways. Work is performed inside andoutside, subjecting employee to various climatic conditions. Hazards encountered are burns, injuryfrom moving machinery, electric shock, falls and slippery decks, and possible drowning in case ofaccident. Must be able to pass through 18 inch man holes. May require the use of personalprotective clothing or equipment. PHYSICAL EFFORT: Incumbent is required to exert moderate to heavy physical effort in handlingengine room equipment. Frequently lifts, carries, and sets up parts and equipment that weighs upto 40 pounds. Works from ladders, scaffolding, and platforms and where the part, equipment, orsystems are in hard-to-reach places. Work requires the incumbent to stand, stoop, bend, kneel,crawl, climb, and work in tiring and uncomfortable positions. Incumbent must possess colorperception in order to perform troubleshooting and repair work on the full range of equipment.
