This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Assistant Engineer aboard a Corps of Engineers Dredge or Multi-Purpose vessel.

Duties

Stands watch that includes leaving the engine room at prescribed intervals during the watch to conduct routine inspections of all equipment spaces. Inspects all operating machinery to insure proper functioning. Maintain adequate stock of such spare parts and supplies as may be required. Assist in repairing boat plumbing, heating, ventilating, communicating systems, keeping them in good working order. Apply knowledge of advanced shop math to accomplish computations pertinent to electricity and electronics, electronic equipment, air conditioning and heating, refrigeration and mechanical dimensions, tolerances and voltages.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary Duty Travel up to 95% may be required.
  • Must hold a current U.S. Coast Guard license for Chief Engineer, limited, for 3000 HP or greater.
  • Must possess and maintain Transportation Worker Identification Credentials (TWIC).
  • Must possess and maintain STCW certification (Standards of Training, Certification and Watchkeeping for Seafarers) from the US Coast Guard.
  • Living aboard vessels is a condition of employment, except for assignment to the Currituck and Murden. This job assignment is aboard a floating plant assigned to work on various inlets and connecting channels along the Atlantic and Gulf Coasts.
  • Tour of duty may be 7 days on, 7 days off, 12 hours per day; 8 days on, 6 days off, 10 hours per day; 4 days on, 3 days off, 10 hours per day; 14 days on, 14 days off, 12 hours a day.
  • Position requires a pre-employment and periodic physical examination and/or evaluation under the District Medical Surveillance Program, and may require the use of personal protective clothing or equipment.
  • Must possess and maintain a valid civilian driver's license.
  • This is a Drug Testing Designated Position (TDP).

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Screen-Out Element: Ability to do the work of a(n)Assistant Engineer Disel (Dual Rate) without more than normal supervision. Performing Assistant Engineer, Diesel tasks in an engine department, aboard vessels and standing watches. These duties include leaving the engine room at prescribed intervals during the watch to conduct routine inspections of all equipment spaces including dredge pump and steering gear areas; start, stop and adjust engine room equipment; observe pressure and temperature gauges and alarms and listen for sounds which indicate abnormal operating conditions; inspect all operating machinery to insure proper functioning; make routine repairs and maintain a log of operations during assigned watch; perform the routine inspection and maintenance of all dredge equipment to ensure proper functioning; assist the Chief Engineer with major repairs; perform maintenance and repairs to all mechanical and electrical equipment used in operation of the vessel, including diesel engines, generators, motors, starters, plumbing, heating, ventilating etc; make periodic inspections of all mechanical equipment to insure correct performance, repairs & maintenance and to determine that all equipment is properly lubricated and clean. PHYSICAL EFFORT: Lift and carries equipment and supplies normally up to 45 lbs and occasionally over 45 lbs. Incumbent is required to exert moderate to heavy physical effort in handling engine room equipment. Incumbent must possess color perception in order to perform troubleshooting and repair work on the full range of equipment. WORKING CONDITIONS: Work is performed inside and outside, subjecting employee to various climatic conditions. Considerable muscular effort is required in making general and technical repairs, and in walking over the vessel decks and up down stairways and ladders. Hazards encountered are burns, injury from moving machinery, electric shock, falls from stairs, ladders, and on icy or slippery decks, excessive heat and noise, fumes, dirty and greasy equipment, and moving machinery and, in the event of collision, there is the danger of being thrown against or into moving equipment, and danger of drowning if vessel takes on water. Incumbent works regularly in areas where noise exceeds 80 decibels and is exposed to the effects of paints, acids, and solvents. If requirements of the position are met, the incumbent may be paid at the dual-rate when assigned CHIEF ENGINEER, DIESEL or ASSISTANT CHIEF ENGINEER, DIESEL duties for a complete shift.
