About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US ARMY CYBER COMMAND ACOFS G3, FORT MEADE, MD.

Duties

Leads and manages continuing implementation of the personnel security program to assure the Command consistently achieves federal, DoD, and Service-level standards, as well as the Command’s own objectives for the program. Analyzes and validates the operational necessity of requests for personnel security investigations and security clearances. Researches and assesses new and emerging personnel security concepts and technologies. Reviews security clearance requests and similar related material for information involving relevant adjudicative criteria, or that indicates falsified or derogatory information. Develops enterprise-level policies, procedures, and other materials necessary to supplement broadly defined personnel security guidelines provided by higher echelons. Identifies and recruits appropriately skilled and qualified personnel to perform certain duties in support of the personnel security program on an additional duty (ADDU) basis.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Three year trial/probationary period may be required.
• The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
• Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
• The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
• In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
• The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
• This position has been identified for the CDSE Security Fundamentals Professional Certification (SFPC) Certification program.
• This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment (See additional information section.)
