Duties

DSMC faculty develop and manage dynamic curricula, teach and facilitate classroom and on-line classes, mentor course participants, are actively engaged in providing expert consulting and tailored training to assist program management teams solve immediate workplace challenges. DSMC activities target acquisition workforce leaders, executives and practitioners with the goal of providing opportunities to hone critical thinking, analysis, and decision-making skills around complex acquisition challenges. Duties include but are not limited to the following: Convey expertise and experience that demonstrates the ability to accomplish program objectives for development, production, and sustainment to meet the user's acquisition and operational needs. Convey extensive acquisition program management knowledge and experience in applying DoD Adaptive Acquisition Framework (AAF) pathways for the development, procurement and sustainment of capabilities, which may include acquisition of Services; Major Systems Acquisition; Defense Business Systems, Middle Tier of Acquisition, Urgent Capability Acquisition, and Software acquisition. Convey the competencies and skills required for the leadership and program management of acquisition programs, and management of key acquisition activities across the spectrum of the DoD acquisition system framework/phases. Provide Executive Education for acquisition professionals and their industry counterparts who have completed their functional requirements for practitioners, advanced or professional certification, or equivalent credits. Support and deliver fully tailored and individualized curriculum for DoD Senior Executives, Flag/General Officers, and Congressional Members and Staff that provides acquisition knowledge at the point of need. Support a specific customer request to meet mission needs in multiple areas that may include innovative techniques to solve hard problems, applying an agile mindset, approaches to software development and deployment, engaging industry, and/or managing stakeholders. Deliver training as a subject matter expert that improves the outcome for a program office. Areas may include contracting strategies/types, supply chain resilience, cybersecurity, risk management and opportunity, or understanding financial documents. Provide one-on-one executive coaching for senior leaders in the acquisition workforce. Provide expertise and ability to lead and deploy major policy change initiatives and training events/forums in support of Senior OSD and Service Leadership. Represent DSMC and DAU Leadership on OSD, Service, and Industry Steering Groups for major policy and change initiatives. Perform other duties as assigned Faculty Duties: Creates and/or delivers learning assets and content as needed, and coordinates with partner divisions that manage related curriculum, or that control DAU processes and tools Stays abreast of changes and trends in primary functional area, continuously researching, gaining and sharing knowledge in federal communities of practice. Pursues and maintains digital and data analysis fluency that align with DAU and primary functional area best practices in public and private industry. Maintains currency in, and actively uses university technology, digital and social media platforms. Focus on the needs of the customer in a modern learning and business environment that is subject to continual change with respect to platforms, networks and delivery. Serves as a thinking partner with stakeholders and customers, continuously improving product and service delivery to provide the right knowledge and service the point of need through synchronous and asynchronous methods. Builds relationships and collaborates with peers and program management leaders from all organizations within the area of responsibility. Elicits feedback to shape the policies, processes and procedures that produce a frictionless experience for the customers and stakeholders.

  • Incumbent may be required to obtain and maintain an appropriate security clearance
  • You may be required to serve a two (2) year probationary period.
  • The incumbent of this position may be required to work overtime, irregular shifts, and/or on the weekend.
  • Work may require travel away from the normal duty station on commercial aircraft.
  • Advanced Acquisition Certification is required in the Program Management Career Field.
  • Incumbent must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with Department of Defense Instruction (DoDI) 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development Program.

Qualifications

To qualify for this position at a respective band/grade level, you must demonstrate in your resume/application that you possess the required years of specialized experience equivalent to one band/grade-level lower (or equivalent) to include having specialized experience directly relating to the specific duties of the position, and demonstrate that you have the required knowledge, skills, and abilities to perform successfully with the experience that demonstrated a practical knowledge in Experience leading or supporting senior-level acquisition programs, especially major programs, at various phases of an acquisition life cycle. Experience and senior technical level skills in an acquisition program, gained through a myriad of acquisition life cycle programs including, but not be limited to, experience gained through senior level oversight of acquisition programs, including high visibility programs with executive interest and equity programs. If applicable, in addition to the above qualifications, the following as been determined to be a Quality Ranking Factor. Applicants who possess QRFs are considered to be Well-Qualified. Experience and in-depth knowledge of the Defense Acquisition System, including in-depth knowledge and experience of the interrelationships among its elements, the requirements process and Planning, Programming, Budgeting and Execution (PPBE). Experiences in a Major Defense Acquisition Program (MDAP) or high visibility programs with congressional interest or other agency oversight programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

DAU Faculty Pay Band Minimum Education and Specialized Experience Requirements:
  • DAU Pay Band A (AD-11) (Equivalent to a GS-09 through GS-13 General Schedule grade equivalency): Minimum Education and Specialized Experience:
    • Basic requirements for Band A include a minimum of a Bachelor level degree and up to four years of experience in the appropriate functional area.
  • DAU Pay Band B (AD-12) (Equivalent to a GS-14 General Schedule grade equivalency): Minimum Education and Specialized Experience:
    • Basic requirements for Band B include a minimum of a Bachelor level degree in an appropriate discipline and a minimum of six years of experience in the appropriate functional area. Advanced degrees are highly desired in Band B.
  • DAU Pay Band C (AD-13) (Equivalent to a GS-15 General Schedule grade equivalency): Minimum Education and Specialized Experience:
    • Basic requirements for Band C include a minimum of a Bachelor level degree in an appropriate discipline and a minimum of eight years of experience in the appropriate functional area. Advanced degrees are highly desired in Band C.
