Duties

Convey extensive capability requirements management knowledge and experience for DoD acquisition Programs. Subject areas of knowledge may include but are not limited to: Conducting analysis (Capability Based Assessment, Analysis of Alternatives) and documenting/staffing materiel and non-materiel solutions via an Initial Capability Document (ICD) and/or a DOTmPLF-P Change Request (DCR). Development and staffing of capability requirement documents to close capability gaps via materiel solutions with a Capability Development Document (CDD) and the various Service/Agency and Joint processes to staff/validate via the Joint Capability Integration and Development System (JCIDS) processes (includes Service validation processes, Functional Capability Board, Joint Capability Board and the Joint Requirement Oversight Council). Development, staffing and implementation of Joint Emergent Operational Needs (JEON), Joint Urgent Operational Needs (JUON) and component Urgent Operational Needs (UON) processes to deliver rapid capability. Systems requirement and acquisition process implementation to include customer and stakeholder interaction, policy development, market research, program and operational risk management and document staffing and comment adjudication. Capability requirements and considerations for acquisition programs to guide successful planning and execution across the life cycle of defense acquisition programs. Contributing to Cost Benefit Analysis and AoA or similar analytical efforts. Coordinating requirements issues with program offices; requirements documents among service-level stakeholders; presentations to service, joint and/or OSD requirements review panels. Assisting in the development of DoD Architecture Framework Products. Perform other duties as assigned. Faculty Duties: Creates and/or delivers learning assets and content as needed, and coordinates with partner divisions that manage related curriculum, or that control DAU processes and tools. Stays abreast of changes and trends in primary functional area, continuously researching, gaining, and sharing knowledge in federal communities of practice. Pursues and maintains digital and data analysis fluency that align with DAU and primary functional area best practices in public and private industry. Maintains currency in, and actively uses university technology, digital and social media platforms to create and deliver DAU assets. Focus on the needs of the customer in a modern learning and business environment that is subject to continual change with respect to platforms, networks, and delivery Serves as a thinking partner with stakeholders and customers, continuously improving product and service delivery to provide the right knowledge and service the point of need through synchronous and asynchronous methods. Builds relationships and collaborates with peers and component leaders from all organizations within the area of responsibility. Elicits feedback to shape the policies, processes and procedures that produce a frictionless experience for the customers and stakeholders.

  • Incumbent may be required to obtain and maintain an appropriate security clearance
  • You may be required to serve a two (2) year probationary period.
  • The incumbent of this position may be required to work overtime, irregular shifts, and/or on the weekend.
  • Work may require travel away from the normal duty station on commercial aircraft.
  • This position requires Level “C or D” certification. If member does not have RMCT level “C” certification upon onboarding, member must have the ability to complete within 24 months of onboarding.
  • Certification in DAWIA Business Financial Management within a required time-frame will vary and is required. Certification category level is dependent upon the grade/band level to which the incumbent is selected for.
  • Must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with Department of Defense Instruction (DoDI) 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development Program.

Qualifications

Please reference the Education section of this announcement to review the DAU Faculty Pay Band Minimum Education and Specialized Experience Requirements To qualify for this position at a respective band/grade level, you must demonstrate in your resume/application that you possess the required years of specialized experience equivalent to one band/grade-level lower (or equivalent) to include having specialized experience directly relating to the specific duties of the position, and demonstrate that you have the required knowledge, skills, and abilities to perform successfully with the experience that demonstrated a practical knowledge in Specialized Experience: Experience and skills in developing and implementing capability requirements to initiate defense programs and warfighting capabilities, or relatable industry experience. Experience as a member of a requirements related IPT; participated as member of an acquisition program IPT; significant role in CBA or similar analytical efforts; contributes as SME in AoA or similar analytical efforts; Possesses knowledge of the legal and policy of the capability requirements processes. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: If applicable, in addition to the above qualifications, the following as been determined to be a Quality Ranking Factor. Applicants who possess QRFs are considered to be Well-Qualified. Acquisition Certification is highly desired in Business Financial Management Career Fields. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

DAU Faculty Pay Band Minimum Education and Specialized Experience Requirements:
  • DAU Pay Band C (AD-13) (Equivalent to a GS-15 General Schedule grade equivalency): Minimum Education and Specialized Experience:
    • Basic requirements for Band C include a minimum of a Bachelor level degree in an appropriate discipline and a minimum of eight years of experience in the appropriate functional area. Advanced degrees are highly desired in Band C.
Please note: Technical certifications and/or experience may be approved by the DAU Chief of Staff (delegated from the DAU President) to meet the needs of the University.
