Duties

Serves as the Army subject matter expert for the CYS Youth Sports & Fitness (YSF) Program. Develops and revises policy implementation directives, plans, and operational materials for Army-wide YSF delivery systems and assigned Child and Youth Program areas. Provides technical assistance, policy interpretations and consultation through guidance materials, training workshops, on-site visits, inspections, special projects, and verbal and written communication. Represents and speaks for CYS on Youth Sports & Fitness and other child and youth issues and provides recommendations to DoD/DA policy revisions. Prepares information, staff papers, and reports for higher headquarters. May serve as a member of the Army Higher Headquarters Inspection Team to assess installation program effectiveness and compliance with Army Regulations and guidance. Functions as project officer for designated work/family programs and joint initiatives with the private sector and provides direct coordination with national sports associations and governing bodies. Develops contract specifications for program materials and serves as government contract representative for multiple contracts. Recommends program changes based on trend analysis, research findings, and assessed program and staff needs. Works under the direct supervision of the CYS Youth Program Manager or assigned branch chief. Functions as a Group leader for assigned projects.

Qualifications

QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. Undergraduate and Graduate Education: Major study - physical education, OR At least one year of specialized experience at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position as follows: 1. Planning and delivering a youth sports and fitness program which included a variety of individual and team sports, age-appropriate health and fitness initiatives, and community partnerships. 2. Recruiting, training, and managing a large cadre of volunteer coaches for various youth sports in accordance with nationally-recognized requirements (NAYS, NYS, NYSCA). 3. Experience in evaluating youth sports and fitness program effectiveness, trends, and participation metrics to recommend improvements. 4. Demonstrated knowledge of the requirements for various sports IAW national sports associations/governing bodies. 5. Experience in budget development and execution. 6. Written and verbal communication skills sufficient to develop and deliver briefings and other formal presentations to leaders at the General Officer or SES level. Recommended: In addition to the above, highly-qualified candidates will possess at least one of the following: 1. A master's degree or two years of graduate-level education which included substantial coursework directly related to children or youth (i.e., PE for children, motor skills development, childhood development, early/elementary/secondary education, health/nutrition for children, child/adolescent psychology, etc.). 2. Experience working in CYS programs as a facility director, trainer, or coordinator; or at the region, MACOM, or HQ level. 3. Experience directing a large, comprehensive youth sports and fitness program at the installation level within the Department of Defense.
