This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), Richmond VA Medical Center, Environmental Management Service. The primary purpose of this position is to exercise technical and administrative supervision over subordinate workers in accomplishing housekeeping work for the medical center.
Duties
Principal Duties and Responsibilities:
Incumbent is delegated responsibility for assigning staff for routine and non-routine duties on a daily and a project-by-project basis. Non-routine duties require that the incumbent be able to reorganize work schedules efficiently in order that work is accomplished in a timely manner. Incumbent is required to coordinate work with supervisors of other services within the incumbent's area of jurisdiction so as not to interrupt patient care or other activities.
Incumbent is expected to provide on-the job training for subordinates as individual needs dictate. Must keep subordinates abreast of proper methods, procedures and uses of equipment and supplies. Must also control the use of supplies and equipment to effect cost control within the unit. Initiates oral and written counseling to members of the unit on all matters of performance and conduct; recommends and initiates disciplinary action for review and action by higher level supervisor whenever non-compliance with policy warrants. Conducts performance evaluations of subordinates and recommends performance awards. The incumbent is delegated authority to approve or disapprove annual and sick leave requests of two weeks or less for members of the unit.
Incumbent must routinely (daily) inspect assigned area to assure the timely accomplishment of employee assignments, that sanitation levels are being maintained, equipment properly cared for and that associated housekeeping objectives are accomplished in an expedient and timely manner. Provides documented inspection reports and takes action on unaccomplished work. Checks for physical plant repairs needed throughout the assigned area and initiates required work orders. As the unit's technical advisor, incumbent must maintain proficiency in all matters of supply and equipment utilization, aseptic techniques and interior surface maintenance procedures.
Must be aware of the composition of all surfaces for which cleaning is provided in order that proper supplies are used and that the chemical composition of supplies does not unduly harm surfaces. Also, the incumbent must be aware and command an understanding of all policies and regulations which affect subordinates.
Incumbent performs within established guidelines, operating procedures and department and Medical Center policy. Receives general supervision and instructions from the Assistant Chief, Environmental Management Service (EMS) and otherwise works independently. Incumbent is required to provide the necessary documentation of information needed to maintain EMS's established record keeping system.
PHYSICAL EFFORT: The position demands continuous walking, standing, stooping, kneeling, pulling, and pushing. The work requires the occasional use of heavy powered cleaning equipment (e.g., wall washers, industrial type buffers) weighing over 50 pounds. The duties necessitate considerable dexterity, hand, foot, and eye coordination, and concentration as well as visual acuity to see dirt, dust and debris.
WORKING CONDITIONS: Work is normally performed indoors with adequate heat, light, and ventilation. Some work may be performed outdoors where there may be exposed to varying degrees of heat and cold as well as inclement weather. PPE may be required in some circumstance as exposure to possible contagious diseases, blood and bloody secretion are inherent to this position. Care is required to avoid serious injuries (i.e., broken bones) when working on ladders, or when using 30-100-pound power equipment or handling hazardous materials.

Physical Requirements: Incumbent must do a great deal of walking, standing, bending, and climbing of stairs. Must be physically able to remain engaged in manual work requiring muscular effort. Visual acuity must be sufficient to see dust, dirt, cobwebs, etc.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
